Lleida obre a al·legacions la modificació de l'ordenança de civisme i convivència

The Lleida City Council has initially approved the modification of the Municipal Ordinance on Civility and Coexistence of the City of Lleida and has submitted it for public information and hearing of interested parties for a period of 30 business days. The agreement was adopted by the municipal plenary in an ordinary session on September 25, 2026, and is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9779, dated October 23, 2026, with the reference CVE-DOGC-A-26292111-2026. This procedure opens the door to submitting claims and suggestions before the regulation becomes final.

A procedure supported by local government legislation

The municipal government bases the initial approval on articles 4.1 a), 25, and 139 to 141 of Law 7/1985, of April 2, regulating the bases of the local regime, and on articles 8.1 a) and 66.3 of Legislative Decree 2/2003, of April 28, which approves the Recast Text of the Municipal and Local Government Law of Catalonia. The file supporting the modification is EXP. 2/2024 CITIZEN SECURITY AND COEXISTENCE, according to the wording of the plenary agreement.

The announcement published in the DOGC includes the approval agreement and the procedure, but does not reproduce the articulated text of the modification, which is referred to the file and the consultation channels enabled by the corporation.

Consultation of the text and submission of allegations

Interested parties may examine the text of the modification and submit allegations under the following conditions:

  • A period of 30 business days, counted from the last of the mandatory publications.
  • In-person consultation from Monday to Friday (business days), from 9:00 to 14:00 hours, at the Urban Guard Police Station, Salmerón Street, no. 1.
  • Online consultation in the section for reports and documents of current regulatory projects on the Transparency Portal of the Lleida City Council.
  • Simultaneous dissemination via announcement in the Official Gazette of the Province of Lleida, in the DOGC, in one of the newspapers with the widest circulation in the province, and on the municipal notice board.

What happens if there are no allegations

If no claim or allegation is submitted during the procedure, the initial approval agreement will automatically be elevated to final by Mayoral resolution. In this case, the full text will be published in the Official Gazette of the Province of Lleida, in accordance with article 70.2 of Law 7/1985, and its reference will be announced in the DOGC, in addition to the publication on the notice board.

The final agreement will also be sent to the State Administration and the Generalitat de Catalunya, with a full and authentic copy, and the regulation will enter into force after 15 business days. Permanent dissemination on the municipal electronic office will be carried out in compliance with Law 19/2013, of December 9, and Law 19/2014, of December 29, on transparency.

A procedural agreement without appeal

The announcement specifies that no type of appeal is applicable against this procedural agreement, as it does not decide the merits of the matter directly or indirectly, does not prevent the procedure from continuing, and does not cause defenselessness or irreparable harm. The document was signed in Lleida on October 14, 2026, by the mayor, Fèlix Larrosa Piqué.

The modification directly affects the residents and the commercial fabric of the city, as it establishes the framework for infractions and sanctions in public spaces. The period of 30 business days is the only window for entities, merchants, and individuals to incorporate amendments before the text is finalized and comes into force.
