Lleida expands credits by 2.2 million and reinforces transfers and investments

The Plenary of the Lleida City Council approved on September 25, 2026, the file for credit modifications to the 2026 municipal budget, involving 2,236,216.76 euros, which has become final as no claims were filed. The Official Gazette of the Province of Lleida publishes this Friday, October 30, the summary by chapters of the operation (no. 208, edict 9077, CVE BOP-2026_0_208_9077). The edict, signed by the mayor’s office on October 29, 2026, corresponds to the second credit modification of the fiscal year and affects five expenditure chapters.
The publication is made in compliance with article 169.3 of the Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local treasuries, which requires the summarized publication by chapters of budget modifications once they are definitively approved. The plenary agreement of September 25 was not subject to allegations during the public exhibition process, so it has acquired a definitive character without the need for a new pronouncement by the body.
The operation is internally balanced: the total of increases and the total of decreases sum to exactly the same figure, 2,236,216.76 euros, as required by the principle of budgetary balance.
Increases in current expenditure and transfers
The increments are distributed across four chapters and are primarily destined for current expenditure and contributions to third parties:
- Chapter 2, current expenses for goods and services: 1,082,500.00 €.
- Chapter 4, current transfers: 996,500.00 €.
- Chapter 6, real investments: 57,216.76 €.
- Chapter 7, capital transfers: 100,000.00 €.
The bulk of the resources, therefore, is directed toward financing ordinary activity and grants, and not toward expanding the investment chapter, which only receives an additional 57,216.76 euros.
Financing: contingency fund and credit reductions
The decreases that finance the operation are concentrated in three chapters:
- Chapter 2, current expenses for goods and services: 1,342,216.76 €.
- Chapter 5, contingency fund: 794,000.00 €.
- Chapter 6, real investments: 100,000.00 €.
This means that the City Council almost completely empties the contingency fund—794,000 euros—and withdraws 100,000 euros from the investment chapter to reinforce transfers and, to a lesser extent, other current items. Chapter 2 is the only one that loses net weight: the reductions exceed the increases by 259,716.76 euros.
Net effect and appeal route
The net result of the modification is clear: current transfers increase by 996,500 euros, capital transfers by 100,000 euros, current expenditure on goods and services decreases by 259,716.76 euros, real investments decrease by 42,783.24 euros, and the contingency fund is reduced by 794,000 euros.
The edict reminds that a contentious-administrative appeal may be filed against the proceedings within a period of two months from the date of publication in the bulletin, in accordance with Article 177 of Royal Legislative Decree 2/2004, of March 5, in relation to Article 171.1 of the same legal text.
The relevance of the news is twofold for the city’s readers: on one hand, it establishes how an additional 2.2 million euros of the 2026 budget will be spent, with the emphasis placed on transfers and current expenditure; on the other, it records that the council’s prevention margin, the contingency fund, is practically exhausted to finance this operation.
