Lladó deroga el registre municipal de parelles de fet aprovat el 2008

The Plenary of the Lladó City Council has definitively approved the full repeal of the Regulation of the municipal register of domestic partnerships of the municipality, a regulation in force since 2008. The agreement, initially adopted in the plenary session of August 4, 2026, has become definitive as no claims or suggestions were submitted during the public information process. The text is published in the Official Gazette of the Province of Girona no. 200, of October 16, 2026, with the official reference CVE BOP-2026_0_200_8712 (edict 8712, p. 1-1).

The decision corresponds to the Municipal Plenary, the competent body to approve and repeal local ordinances and regulations, and is signed by the mayor, Jordi Puig Castellano, on October 7, 2026. The repeal is framed within article 49 of Law 7/1985, of April 2, regulating the bases of the local regime, and articles 178 and following of Legislative Decree 2/2003, of April 28, which approves the Revised Text of the Municipal and Local Regime Law of Catalonia.

A public information process without claims

The file was submitted for public information and hearing of interested parties for a period of thirty business days, counted from the day after the publication of the corresponding announcement. This announcement was published in the Official Gazette of the Province of Girona no. 155, of August 13, 2026, with the reference CVE BOP-2026_0_155_7166, and also on the municipal electronic notice board.

During this period, the documentation could be consulted at the offices of the Lladó City Council during public opening hours, as well as on the electronic headquarters and the municipal Transparency Portal. After the deadline passed without claims or suggestions, the initial approval agreement became definitive automatically, without the need for a new agreement from the Plenary, as provided for in article 49.c) of Law 7/1985.

What is repealed and when it enters into force

The published text establishes the full repeal of the regulation that governed the municipal register of domestic partnerships:

  • The Regulation of the municipal register of domestic partnerships of Lladó is fully repealed.
  • The regulation had been definitively approved by the Municipal Plenary in the session of February 1, 2008.
  • It was published in the Official Gazette of the Province of Girona no. 43, of February 29, 2008.

The publication of the full text is carried out for the purposes of article 70.2 of Law 7/1985 and article 178.2 of Legislative Decree 2/2003. Regarding its entry into force, the repeal will be effective once its full text is published in the provincial gazette and the period of fifteen business days provided for in article 65.2 of Law 7/1985 has elapsed, counted from the receipt of the communication of the agreement by the State Administration and the Generalitat de Catalunya.

How to appeal the decision

An administrative appeal may be filed against this provision before the Administrative Chamber of the High Court of Justice of Catalonia, within a period of two months starting from the day after the publication of the announcement in the provincial bulletin. This period is in accordance with articles 10.1.b and 46.1 of Law 29/1998, of July 13, regulating contentious-administrative jurisdiction, without prejudice to any other appeal that may be considered appropriate.

With this repeal, Lladó removes from its legal framework a registry-based regulation that for more than eighteen years had regulated the registration and accreditation of stable couple unions in the municipality. The measure directly affects residents who used this registry to prove their status to third parties, as the published text does not provide for any transitional regime nor the replacement of the old registry with another equivalent municipal instrument.
