The Minister of Enterprises and Made in Italy, Urso, ordered by decree on September 29, 2026, the compulsory administrative liquidation of the cooperative society Consorzio cooperative agricole Basilicata – Co.C.A.B., based in Potenza, confirming Antonio Covelli in the role of liquidator. The measure is published in the Official Gazette of the Italian Republic – General Series no. 236 of October 10, 2026, with the official reference 26A05294, and marks the transition from the dissolution procedure by act of authority to compulsory administrative liquidation.
From dissolution to compulsory liquidation
The situation of the Potenza-based consortium did not begin today. By directorial decree of November 30, 2000, no. 17, the cooperative had already been placed into dissolution by act of authority, with the simultaneous appointment of Dr. Dante Tirico as liquidator. Subsequently, by directorial decree of October 27, 2025, no. 91/SAA/2025, Antonio Covelli was appointed liquidator replacing Tirico, who was revoked.
The transformation of the procedure was requested by the liquidator himself in the information report received on March 19, 2026, in which the company’s state of insolvency was represented. The decree is based on art. 2545-terdecies of the civil code and on Title VII, Part one, of the legislative decree of January 12, 2019, no. 14, containing the Code of Business Crisis and Insolvency, as well as art. 390 of the same decree.
The numbers of insolvency
The asset framework reconstructed in the liquidator’s report is as follows:
- appraised assets: approximately 472,828.00 euros;
- verified and deposited liabilities: approximately 1,412,169.00 euros;
- asset imbalance: over 939,000.00 euros.
The obligation to communicate the start of the procedure, provided for by art. 7 of law 7 August 1990, no. 241, was fulfilled on May 29, 2026, towards all interested parties, who did not formulate observations or counter-arguments.
The liquidator
The General Directorate for Supervision Services of the ministry designated the name by drawing from the list of registered professionals provided for by the ministerial directive of February 4, 2025, in compliance with art. 2, letter a) and articles 4 and 5 of the directorial decree of March 28, 2025. The decree confirms:
- Antonio Covelli, born in Melfi (PZ) on July 29, 1984, tax code CVLNTN 84L29F104E, residing in Lavello (PZ), via Giovanni Paolo I, n. 18;
- the professional’s suitability with respect to the criteria set by the referenced directives, the work already carried out in the dissolution procedure, and the full knowledge of the cooperative’s issues;
- the ministry’s desire to preserve the information assets acquired by the commissioner, for the purpose of better pursuing the public interest.
Economic treatment and protections
The liquidating commissioner is entitled to the economic treatment provided for by the decree of the Minister of Enterprises and Made in Italy, in agreement with the Minister of Economy and Finance, of November 3, 2016, published in the Official Gazette on December 5, 2016. The decree will be published in the Official Gazette of the Italian Republic and may be challenged before the competent Regional Administrative Court, or by extraordinary appeal to the President of the Republic where the legal prerequisites exist.
The compulsory administrative liquidation of the Consorzio cooperative agricole Basilicata – Co.C.A.B. concerns a cooperative entity within the Lucanian agricultural chain: the procedure affects the member producers and the creditors, who must now deal with the liquidating commissioner for the verification of credits and the definition of liabilities. The formal transition to a state of insolvency, with an imbalance exceeding 939,000 euros, marks for the Potenza territory the start of a compulsory management phase destined to define the asset destiny of the consortium.
