The Balearic Islands publish the agreement for self-drive vehicle rentals

The Official Gazette of the Balearic Islands (BOIB) number 110, dated September 3, 2026, publishes Resolution 8580 of the Minister of Labor, Public Service and Social Dialogue, which orders the registration, deposit, and publication of the XI Collective Agreement for the sector of driverless vehicle rental companies of the Balearic Islands (agreement code 07001835011996). The text, which appears in Section III of issue 239 (pages 47784 to 47820), regulates the salaries and labor conditions of the entire car rental sector of the archipelago.

The agreement was agreed upon and endorsed by the Negotiating Commission on March 26, 2026, and signed in Palma on June 16, 2026. The application for registration was submitted on June 17 by José Carlos Sedano Alimiñana, representing the Commission, and the resolution was electronically signed on July 3 by the Director General of Labor and Occupational Health, María de la Luz Moreno Romero, by delegation of the Minister. The text repeals the X agreement and previous ones, and remains in force until December 31, 2029.

Signing parties and scope of application

The agreement has general effectiveness for all companies dedicated to the rental of driverless motor vehicles throughout the territory of the autonomous community, with priority over any other agreement of a higher scope, including state-level. The parties granting it are:

• For the business side: Business Group for Vehicle Rental with and without Driver of the Balearics (AEVAB) and Balear de Lloguer de Vehicles amb i sense Conductor (BALEVAL).
• For the union side: FeSMC-UGT of the Balearics, the Free Transport Union (SLT), and the FSC-CCOO of the Balearic Islands.

The functional scope covers mopeds, motorcycles, tricycles, and quadricycles, as well as vehicles up to 3,500 kg of maximum mass and nine seats, including the driver.

Salaries and remuneration until 2029

The remuneration regime establishes the salary tables for the years 2026 to 2029, with the economic effects of the 2026 base salary starting from April 1. The monthly base salaries (for fifteen monthly payments) and the annual remuneration for the positions of section head, base head, workshop head, and driver are:

• 2026: €1,284.43/month; €20,728.55/year.
• 2027: €1,329.39/month; €21,454.05/year.
• 2028: €1,369.27/month; €22,097.67/year.
• 2029: €1,410.35/month; €22,760.60/year.

For the remaining categories (administrative officials, receptionists, driver-messengers, workshop staff, and subordinates), the base salary for 2026 is €1,057.33/month (€17,321.92/year), with annual increases up to €1,160.98/month by 2029. The insularity bonus increases from €121.84/month in 2026 to €133.78/month by 2029, and a salary guarantee clause linked to the evolution of the CPI is added: if the accumulated variation from 2026-2029 exceeds 14%, an automatic salary review will be applied effective from January 1, 2030.

Working day, leave, and social protection

The ordinary working day is an average of 40 hours per week on an annual basis, equivalent to 1,776 hours per year, with the possibility of irregular distribution to adapt to the seasonality of the sector. Night work is remunerated with a 15% increase over the base salary, and shift work with 10%. Annual holidays are 31 calendar days, and workers receive three extraordinary bonuses (March, July, and December) and meal allowances of €10.97 per meal.

The agreement also incorporates collective accident insurance of €29,500 for absolute permanent disability and €24,000 for death, as well as protocols for digital disconnection, prevention of sexual and moral harassment and LGTBI-phobia, and action protocols for natural disasters and adverse meteorological phenomena.

A strategic sector for tourism

The publication of this agreement provides legal certainty to a sector that is a key piece of tourist mobility in the islands, with a workforce heavily marked by seasonal hiring and fixed-discontinuous employment. The fixing of salaries and conditions until 2029, with guarantees linked to the CPI, provides predictability for both companies and the thousands of workers who depend on a seasonal activity sensitive to tourist demand.
