Leioak Soinu Atadian bost plaza deitu ditu konkurrentzia oposizio librean

Leioa City Council has called for five positions in the staff of the Soinu Atadia autonomous body, through a free competition-opposition system and as permanent contract employees. The regulatory bases of the call were approved by Mayoral Decree 6140 of September 11, 2026, and were published in Official Gazette of Bizkaia number 189, on October 2, 2026, with the official reference BOB-2026a189-(II-5040). Resolution 113 of September 23 corrected errors and ordered a completely new publication of the bases, which entirely replaces the previously approved text.

The call belongs to the 2025 Public Employment Offering, and the positions are integrated into classification group A1. The bases were published with the signature of Mayor Iban Rodríguez Etxebarria, in Leioa, on September 23, 2026. The entire procedure is under the responsibility of the Soinu Atadia autonomous body and the Leioa City Council, and the selection process is carried out within the framework of the Basque Law of Public Employment and the Basic Statute of the Public Employee regulation.

Three specialties and five vacant positions

The call includes positions in three different specialties, each regulated in its corresponding annex:

  • Music Language: three positions, corresponding to the posts with codes 2.1, 2.2, and 2.3.
  • Viola: one position, with the corresponding post-list code.
  • Music Therapy: one position, corresponding to the post with code 9.1.

In all three cases, the positions have been assigned the C1C1 language profile, and the mandatory date for that profile has passed. All positions are vacant and will be filled as permanent fixed employees.

Who and how to submit the application

The period for submitting applications is 20 business days, counted from the day following the publication of the call’s announcement in the Official State Gazette. Interested parties must declare that they meet all the requirements, and the process can be carried out through the authorized computer application or through administrative registries.

Each specialty has its own qualification requirements:

  • In Music Language, a higher music degree or an equivalent in the field of music pedagogy.
  • In Viola, a higher music degree in the corresponding specialty.
  • In Music Therapy, a higher music degree in any specialty, plus a master’s or postgraduate degree in music therapy.

In all cases, the C1C1 Basque profile must be verified, or the verification tests called during the process must be passed.

Opposition and competition: 55 and 45 points

The selection system is structured in two phases. The opposition is worth a maximum of 55 points, and the competition, meanwhile, is worth 45 points. Only those who have passed the opposition will move on to the competition phase, where the merits presented will be valued, including teaching experience, academic training, and Basque language level.

In the Music Therapy call, as a special condition, no language test will be conducted; instead, the verification of the C1C1 profile will be worth 11 points. However, in the Music Language and Viola calls, the Basque language test will be mandatory and exclusionary.

The qualifying committee will consist of a president, a secretary, and three members, one of whom will be appointed as proposed by IVAP. The committee’s headquarters are located in the Human Resources Department of the Leioa City Council, at the address Elexalde 1, 48940 Leioa.

Calendar, claims, and job bank

The opposition tests cannot begin until at least one month has passed since the advertisement was published in the Official State Gazette. Between the end of one test and the start of the next, at least 72 hours and a maximum of 45 business days must pass; August will not be counted in this period.

After the grades are published, there will be a period of three business days to submit claims. Once the list of those who passed the process is definitively approved, the selected candidates will have a period of 20 calendar days to present the necessary documentation, after which the contract will be formalized as a permanent fixed employee, full-time.

The results of the process will also be used to create a job bank to cover temporary needs at Soinu Atadia.

Impact for citizens and music education

This call establishes a step toward stabilizing the staff of the Soinu Atadia autonomous body in three strategic specialties. The new entry of music language, viola, and music therapy teachers will strengthen the attention given to the quality and diversity of music education in Leioa, while simultaneously creating a job bank for future substitutions.
