Por FactBox Admin

The Presidency has issued a call for grants totaling 70,000 euros for cultural tours to locations where Basque Houses (Euskal Etxeak) are situated abroad. The call was approved by the Resolution of September 9, 2026, signed by Ander Caballero Barturen, Secretary General of Exterior Action and Global Basque Country, and was published in issue number 186 of the Official Gazette of the Basque Country on September 29, 2026 (official reference: 2026/4030). The Resolution establishes the regulatory basis and issues the call for the 2026 event.
Call within a strategic plan
These grants are included in the Presidency’s strategic plan for grants: the plan for the 2024-2027 period approved by the Resolution of February 12, 2024, and the annual plan for 2026 approved by the Resolution of March 26, 2026. The objective of the call is to promote the dissemination and development of Basque culture, as well as to boost cultural relations with the Basque community abroad.
The process will be managed according to the provisions of Law 20/2023, which regulates the Grant Regime. Competence is assigned to the Secretary General by Decree 388/2024 regarding the organic structure of the Presidency. The grants are of a de minimis nature, according to Regulation (EU) 2023/2831, and each beneficiary may not receive grants exceeding 300,000 euros over a three-year period.
Conditions for a cultural tour
According to the Resolution, a cultural tour is a project that involves performing at least three shows within the programming of Basque Houses, Federations, or Confederations. The nature, dates, and schedules of the performances must be agreed upon with each Basque House.
- At least three performances must be programmed.
- Tours must be carried out before December 31, 2026.
- The maximum grant per tour will be 10,000 euros.
How much will be paid and how
Grants will be directed toward covering travel expenses: round-trip travel, internal travel within the destination, travel between countries, tolls, and parking.
- If using a car, 0.35 euros per kilometer will be paid, in addition to highway and parking expenses.
- If using a van, 0.45 euros per kilometer, in addition to the same expenses.
- In the case of rented vehicles, the rental invoice, fuel, highway, and parking will be paid.
- If using plane, train, or public transport, only standard tickets will be accepted.
Payment will be made in two installments: 70% after the grant is approved, and the remaining 30% after the justification report and ticket receipts are received. In any case, tickets must be issued before December 31, 2026.
Who can apply and what is the deadline
Natural and legal persons located in the Basque Autonomous Community may apply, provided that providing cultural services is among their objectives and they carry out activities for the dissemination of Basque culture. Applications must be submitted by electronic means within a period of one month, starting from the day following the publication of the resolution in the official gazette; therefore, the period will begin on September 30, 2026, and end on October 30.
Along with the application, a descriptive memorandum, a budget, justification of the activity’s outreach, the statutes or activity heading, and certification of the tour agreement must be submitted. If errors are detected, the interested party will be given a period of ten business days to correct them.
Evaluation and committee
The Secretary General of Acción Exterior y Euskadi Global will issue the resolution, and the Directorate of the Basque Community Abroad will be the management body. The Evaluation Committee will consist of the following members:
- Ziortza Olano Astigarraga, committee chair.
- Gorka Ruiz de Azúa Gomes de Segura, member.
- Caren Luisovna León Peraza, second member.
- Iñigo Durana Ibañez, committee secretary.
- Amaia Uribe Villar, equality technician, with voice but without vote.
At least 45 points must be obtained in the selection process. The scoring will be distributed as follows: originality, up to 20 points; committed performances, up to 25 points; appropriateness of the budget, up to 30 points; outreach and acceptance, up to 25 points; and gender perspective, up to 10 points.
Justification and control
Beneficiaries must submit a detailed implementation report and documentary justification of expenses within three months after the tour has ended. The maximum period for issuing and notifying the resolution is six months, starting from the day following the publication of the call’s resolution in the official gazette. The grants are compatible with other grants having a similar purpose, provided that no overfunding occurs.
Since the resolution exhausts the administrative route, an appeal for reconsideration may be filed within one month, or a contentious-administrative appeal may be filed directly with the Administrative Litigation Chamber of the High Court of Justice of the Basque Autonomous Community within two months.
This call strengthens the cultural programming organized throughout the year by Basque centers abroad and finances an international circuit for Basque creators, covering a large part of the travel expenses. Despite having a small allocation of 70,000 euros, with a limit of 10,000 euros per tour and a requirement of at least three performances, the call allows for the full financing of seven projects, provided there are sufficient applications.
