Leganés registers the paper-cardboard collection agreement with wage increases.

The General Directorate for Labour of the Department of Economy, Finance and Employment of the Community of Madrid has resolved to register, deposit and publish the collective bargaining agreement for the company providing the selective collection of paper and cardboard in Leganés, signed by the Negotiating Commission on 7 July 2026. The resolution, dated 20 July 2026, is published in the Official Gazette of the Community of Madrid (BOCM) No. 194, of Saturday 15 August 2026, under reference BOCM-20260815-1. The agreement sets the working conditions and salary tables for the workforce for the years 2026, 2027 and 2028.
The document, signed by the company FCC Medio Ambiente S.A.U. and the legal representation of the workers, regulates the employment relations of the staff assigned to the selective collection of paper and cardboard, treatment, cleaning and maintenance of containers. It is processed under the Royal Decree 713/2010 of 28 May, on the registration and deposit of collective bargaining agreements, Article 90 of the Consolidated Text of the Workers’ Statute Act (Royal Legislative Decree 2/2015 of 23 October) and the regional decrees establishing the structure of the department. The agreement is registered under code 28104431012026 and is signed by the Director-General for Labour, Silvia Marina Parra Rudilla.
An agreement in force until 2028
The agreement came into force upon signature and will extend until 31 December 2028, the date on which it will be automatically denounced, with its contents remaining in force until a new one is signed. To monitor its application, a Joint Parity Commission is created, made up of one company representative and one member from the workers’ side, which must issue a ruling within a maximum of five days; conflicts not resolved within it shall be channelled through the extrajudicial route of the Labour Institute of the Community of Madrid. The working week for weekday staff shall be 35 hours per week from Monday to Friday, and for staff working Saturdays, Sundays and public holidays (SDF), 7 hours per day, with a 30-minute snack break counted as effective working time.
Salary tables for 2027 and 2028
Annex I contains the final tables for 2026, 2027 and 2028. For 2027, the estimated annual remuneration is as follows:
- Day driver: 24,871.81 euros.
- Night driver: 27,016.50 euros.
- Day labourer: 20,764.61 euros.
- Night labourer: 22,209.05 euros.
- Administrative assistant: 23,638.79 euros.
- Foreman: 29,002.40 euros.
In 2028 the amounts rise: the day driver will reach 26,364.12 euros, the day labourer 22,010.49 euros, the administrative assistant 25,057.12 euros and the foreman 30,741.56 euros, with their extra payments for Summer, Christmas and Profits.
Additional allowances, social benefits and commitments
In addition to the base salary, the workforce will receive supplements for transport, hazardous work, night work, incentives, and rest-day compensation. The agreement creates a start-up bonus of 900 euros gross, paid once on 31 October 2027, and a compensatory attendance bonus of 3.57 euros per effective day in 2026 and 2028, and 2.67 euros in 2027. In cases of temporary disability, the company supplements up to 100% of salary from the first day for workplace accidents and from the fifth day for common illness (75% for shorter periods). Also agreed are fortnightly advances of up to 350 euros (175 in SDF), 31 calendar days of vacation, three two-year seniority increments of 5% and five-year increments of 7%, and two personal leave days per year. Upon signature, three promotions to full-time driver will be made, and one temporary contract will be converted to a permanent one.
Appeal and validity
Against the resolution, an appeal may be lodged with the Deputy Ministry of Economy and Employment within one month, in accordance with Law 39/2015, of 1 October.
Publication in the BOCM gives the agreement general effect and makes its salary tables a mandatory reference for staff providing an essential public waste management service in Leganés. The agreed increase for 2027 and 2028 consolidates the pay of a workforce that works day, night, and weekends, in a sector of contracted services and employee transfers, where the agreement guarantees stability and homogeneous conditions.
