León announces merit-based competition for five section head positions

The León City Council has approved the announcement of an ordinary merit-based competition for the permanent filling of five singularized section head positions, reserved for career civil servants of the General and Special Administration Scales, classification group A, subgroups A1 and A2. The resolution, signed on September 4, 2026, by the Delegate Councilor for Internal Affairs, Human Resources, Mobility, and Sports, is published in the Official Gazette of Castilla y León number 178, dated September 14, 2026, within the Local Administration, Authorities, and Personnel section.

The procedure is processed under file 2026.501001.RRHH.37004, initiated ex officio by a decree dated July 23, 2026, due to the need for the permanent filling of the positions. The call is governed by the General Bases for the provision by merit competition of the León City Council, approved by the Plenary on June 30, 2017, and by state regulations on the filling of positions, notably Royal Legislative Decree 5/2015, the Basic Statute of Public Employees, and Royal Decree 364/1995, which regulates the General Regulation for the Filling of Job Positions.

Offered Positions

The competition covers five section head positions, all with a destination supplement of level 24, a specific supplement of 72, and a singularized nature, assigned to the León City Council:

• Head of Dependency Section (code 10.0.01.3.0.1001), General and Special Administration Scales.
• Head of Basic Social Action Section 1 (code 10.0.01.1.0.1001), with a specific requirement in Social Work.
• Head of Basic Social Action Section 2 (code 10.0.01.2.0.1001), with a specific requirement in Social Work.
• Head of Community Action and Solidarity Section (code 10.0.02.3.0.1001).
• Head of Care for Vulnerable Groups Section (code 10.0.03.2.0.1001), General and Special Administration Scales.

Participation and Deadlines

Career civil servants of the León City Council of the same scale, group, and subgroup as the announced positions, as well as personnel from other administrations assimilated to said scale, may apply. The deadline for submitting applications is 15 business days starting from the day following the publication of the summary of the call in the Official State Gazette, which shall be the reference for the calculation of the period.

Applications may be submitted preferably electronically through the Electronic Office of the León City Council, or in person at the General Registry. The assessment of merits is the responsibility of a collegiate technical Assessment Commission, based at the León City Council (calle Ordoño II, number 10), which must adhere to the principles of impartiality, objectivity, and parity.

Scale and resolution

Merits will be assessed according to a scale that considers seniority (up to 5 points), personal grade (up to 1.75 points), assessment of work performed (up to 2.25 points), training and professional development courses (up to 1.5 points), and family-work balance (up to 1.5 points). The minimum score required for the awarding of a position is 1.75 points, and the maximum period to resolve the competition is eight months from the end of the application submission period.

The final resolution will be published in the Official Gazette of the Province of León and on the notice board of the municipal Electronic Office. The document, signed by the General Secretary, Carmen Jaén Martín, on September 7, 2026, reminds that an optional appeal for reversal may be filed against the rules within one month, or a contentious-administrative appeal before the Court of First Instance of León within two months.

The call represents an opportunity for internal promotion for the career civil servants of the León City Council, by definitively consolidating positions of responsibility in the area of social cohesion, a key field in the management of dependency and care for vulnerable groups in the city.
