Álava grants 760,000 euros to rehabilitate housing for youth emancipation

The Provincial Government Council of Álava has resolved the grant line destined for the rehabilitation of housing and endowment accommodations to aid youth emancipation under rental schemes, with a total award of 760,000.00 euros. The decision is formalized in Agreement 564/2026, dated September 8, of the Provincial Government Council, published in BOTHA number 109, on Wednesday, September 23, 2026, with official reference 2026-02672. This resolution thus exhausts the 2026 call for this program, promoted by the Department of Territorial Balance and Land Use Planning of the Provincial Council of Álava.

The regulatory framework of the call

The general bases for these grants were approved by Provincial Decree 12/2026, dated March 31, of the Provincial Government Council, published in BOTHA number 40, on Wednesday, April 8, 2026. The 2026 call was subsequently approved by Agreement 242/2026, dated April 21, of the Provincial Government Council, and published in BOTHA number 49, on Wednesday, April 29, 2026.

The call includes three eligible lines: the acquisition of housing for social and/or protected rental with public intermediation; the rehabilitation of housing and endowment accommodations for youth emancipation under rental; and the rehabilitation of housing for social and/or protected rental. The resolution now published corresponds to the second of these, identified by letter b), which in the case of endowment accommodations is limited to properties whose use is other than residential.

The initial balance of the call for this line was 1,000,000.00 euros and the awarding methodology is based on competitive bidding. The evaluation commission examined the applications and issued minutes dated July 24, 2026. Upon verifying that the amount to be subsidized was lower than the maximum for the line, it was not necessary to score the applications, and all admissible ones could be fully subsidized.

The three beneficiary entities

Agreement 564/2026 grants the aid to the entities detailed in Annex II, with the following amounts:

• City Council of Salvatierra (NIF P0105700I), file 01400002-2026/00001: eligible budget of 1,318,644.00 euros, percentage of 50 percent and grant of 520,000.00 euros.
• Administrative Board of Korres (NIF P0100046B), file 01400002-2026/00003: eligible budget of 119,448.00 euros, percentage of 90 percent and grant of 96,000.00 euros.
• City Council of Valdegovía (NIF P0106300G), file 01400002-2026/00005: eligible budget of 216,012.00 euros, percentage of 75 percent and grant of 144,000.00 euros.

One rejected application

The agreement also rejects the requests listed in Annex III. In this case, there is a single petition:

• Junta Administrativa de Peñacerrada (NIF P0100199I), file 01400002-2026/00004, discarded because the municipal building permit was not requested within the deadline.

Payments, deadlines, and justification of expenditure

Payments shall be nominative in favor of each beneficiary local entity and shall be paid in installments:

• 50 percent of the total amount once the granting resolution has been adopted, before December 31, 2026, and provided that the building permit or equivalent document has already been submitted.
• An additional 25 percent after the justification of expenses and payments of the first installment; this payment will not be made before January 1, 2027, and its justification shall be presented during 2027.
• The remaining 25 percent once the total expenditure has been justified.

The rehabilitation of the properties must be executed within a period of 24 months from the publication of the resolution, and the justification account must be submitted in the month following the completion of the execution. The expenditure is accounted for under the item “10202.G/920102/76290115 Pacto por el Derecho a la Vivienda” of the 2026 budget of the Diputación Foral de Álava.

The resolution is final in administrative proceedings. An administrative-law appeal may be filed against it before the Juzgado de lo Contencioso-Administrativo de Vitoria-Gasteiz within two months, or, optionally, a motion for reconsideration may be filed before the body that issued the act within one month. The agreement is signed by the Diputado General, Ramiro González Vicente; the Diputada Foral de Equilibrio Territorial y Ordenación del Territorio, Laura Pérez Borinaga; and the Director de Equilibrio Territorial, Javier Gorbeña García.

The resolution closes the distribution of a line intended for Alavese municipalities and administrative boards to rehabilitate properties and allocate them for affordable rental for young people, a group with particular difficulties in accessing housing. With 760,000 euros committed and a 24-month window to execute the works, the impact will depend on the ability of the three beneficiary entities to tender and complete the actions within the deadline.
