Álava approves the guidelines for provincial grants for sustainable mobility

The Foral Government Council of the Provincial Council of Álava has approved Foral Decree 31/2026, of September 1, which establishes the general regulatory bases for subsidies regarding sustainable mobility. The regulation is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 108, of September 21, 2026, with the official reference 2026-02647, and enters into force the day following its publication. The grants will be awarded within the scope of competencies of the Directorate of Mobility and Transport, dependent on the Department of Sustainable Mobility and Road Infrastructure.
The decree responds to the strategic lines of the Sustainable Mobility Plan of Álava 2025-2034, approved in a territory characterized by the high dispersion of its settlements, the weight of rural areas, and the concentration of employment in urban centers and industrial estates. The text signed in Vitoria-Gasteiz on September 2, 2026, by the General Deputy, Ramiro González Vicente, and by the Foral Deputy for Sustainable Mobility and Road Infrastructure, Jon Nogales Prieto, invokes Foral Norm 11/2016, on Subsidies of the Historical Territory of Álava, and Law 38/2003, of November 17, General Law on Subsidies.
Six subsidy lines for municipalities, districts, and companies
Depending on each call, the program may be structured into the following lines:
- Preparation of Sustainable Urban Mobility Plans (SUMP) of municipal or regional scope, promoted by local entities and districts.
- Development and implementation of measures included in already approved urban or regional mobility plans.
- Preparation of Sustainable Mobility Plans to Work aimed at private companies and large employment-generating centers.
- Implementation of measures from mobility plans to work already drafted by companies and urban entities.
- Specific actions in industrial estates: shared transport solutions, intermodality, active mobility, and reduction of private vehicles.
- Any other line contemplated in the measures of the Sustainable Mobility Plan of Álava 2025-2034.
Eligible for subsidies will be technical consultancy work, diagnostic and participation studies, pilot actions, inter-institutional coordination actions and public-private collaboration in industrial areas, and awareness campaigns. Actions without technical, economic, or maintenance viability and current expenses not linked to the project are excluded.
Who can apply and under what limits
Beneficiary entities may be:
- Local entities and the cuadrillas (district councils) of the Historical Territory of Álava.
- Private companies, urban planning entities, and public administrations, in the case of commuting plans and actions in industrial estates.
- Associations of sectors related to mobility.
Entities sanctioned for infractions under Title IV of Law 38/2003 and those falling under the provisions of Legislative Decree 1/2023, of March 16, and Organic Law 3/2007, of March 22, are excluded. The maximum subsidizable percentage will be calculated based on the total cost of the action and may reach 100%, without exceeding it in any case. The grants are compatible with other public or private subsidies, whether state, European, or international, provided that the sum does not exceed the cost of the activity; in calls directed at companies, the de minimis rules of the European Commission will be respected.
Procedure, deadlines, and control
The instruction shall correspond to the Mobility and Transport Service and the resolution to the Provincial Government Council, which will appoint a collegiate body presided over by the head of the Directorate of Mobility and Transport, with a secretariat and memberships composed of technical personnel from the service and the Technical Secretariat of the department. The maximum period for resolution and notification shall be six months from the last day of application submission. Beneficiaries accept the aid if they do not waive it in writing within ten business days, and waivers of grants already awarded must be communicated within a maximum period of two months. Applications not addressed due to the exhaustion of the allocation will remain on a waiting list in order of submission.
The calls for applications will establish the budgetary allocation, the imputation items, and the maximum amounts, and the granting body may redistribute funds between lines while respecting the total budget. The Provincial Council of Álava may demand reimbursement in cases such as lack of justification, failure to fulfill the purpose, or the receipt of undeclared incompatible aid, and will exercise verification and control functions with access to the documentation of the beneficiary entities.
The impact of the regulation is direct for the municipalities, cuadrillas, and the business fabric of Álava: for the first time, they have a stable and multi-annual framework to finance planning and sustainable mobility measures, with special attention to commuting to work and industrial estates, where a large part of the territory’s employment is concentrated.
