Las Valeras debuts its first collective agreement for contractual staff

The Official Gazette of the Province of Cuenca publishes in issue number 102, dated September 4, 2026, the resolution of the Provincial Delegation of the Ministry of Economy, Business and Employment in Cuenca by which the I Collective Agreement for Labor Personnel in the Service of the City Council of Las Valeras is registered and published. The resolution, signed on September 1 by the provincial delegate Aranzazu Poveda Martínez, orders the registration of the text in the registry of agreements and its dissemination in the official gazette.
The agreement, with code 16100342012026, was signed on February 24, 2025, and received its final wording on March 16, 2026, following the request made by the Employment Service. It is agreed upon, on one part, by the City Council of Las Valeras as the employer representation and, on the other, by the Personnel Delegate (CCOO) representing the workers, in accordance with article 90 of Royal Legislative Decree 2/2015, Royal Decree 713/2010, and Decree 64/2025 of the Junta de Comunidades de Castilla-La Mancha.
Scope and Validity
The text applies to all labor personnel who maintain a legal-labor relationship with the City Council, regardless of the duration of their contract, within the territorial scope of the municipality of Valera de Abajo and in the workplaces that administratively depend on the Corporation. It entered into force the day after its approval by the Municipal Plenary and will remain in effect until December 31, 2028, being automatically terminated upon its expiration and extended in its content until the one replacing it enters into force.
Working Hours, Leaves, and Remuneration
The agreement establishes an ordinary working day of 37 hours per week, with a common schedule of seven and a half hours from Monday to Thursday and seven on Fridays, and regulates the reduction of working hours in summer and during patron saint festivals. Among its main measures:
- Vacations of 22 working days, extendable by seniority up to 26 days starting from 30 years of service.
- Paid leave for marriage (15 calendar days), birth and childcare (16 weeks), and personal matters (6 days per year, with increases per three-year period).
- Overtime hours limited to a maximum of 80 per year, with compensation of 150% on working days and 200% for night or holiday shifts.
- Temporary disability supplement up to 100% of remuneration and an occupational accident policy with indemnities of up to €60,000 in case of death.
List of Positions and Representation
The agreement establishes the job position relationship (RPT) as a unitary document that integrates the budget staff, public employment offer, and organic structure, with an annual review during the last quarter. Additionally, a Joint Commission is created for the monitoring and interpretation of the text, and the negotiation of an equality plan is planned within the first year of validity.
The negotiating commission was composed of Mayor Daniel Pérez Osma and Councilor Jesús Aparicio Martínez, on behalf of the City Council, and personnel delegate of CCOO María Carmen Moya Hernández and advisor Ángel Luis Castellano Bobillo, on behalf of the workers.
The publication of this first collective agreement represents a milestone for the municipality, as it provides its workforce with its own regulatory framework for the first time, organizing working hours, remuneration, permits, and selection procedures until 2028, with guarantees of equality and respect for acquired rights.
