Las Palmas approves 4.6 million in productivity bonuses for its municipal employees

The Governing Board of the City of Las Palmas de Gran Canaria has approved, in a session held on September 3, 2026, the agreement for productivity for special performance and extraordinary activity of City Council personnel, with a budget of 4,600,000 euros. The agreement is published in the Official Gazette of the Province of Las Palmas number 111, dated September 16, 2026, on page 16126, with the official reference 1888656.

The text, promoted by the Government Area of Presidency, Treasury, Modernization, Human Resources and Water, was previously negotiated in the Negotiation Table for Common Matters, which approved it unanimously on August 5, 2026. The agreement has indefinite validity and its economic effects are retroactive to January 1, 2026, remaining subject to the credits authorized by the budgets of each fiscal year.

Purpose and Amount

The productivity payment recognizes the special performance, greater effort or results, and the extraordinary activity of municipal workers in response to extraordinary circumstances, temporary accumulations of work, specific programs, events, campaigns, or specific service needs. From the total budget of 4,600,000 euros, a minimum of 1,704,280.10 euros will be allocated to special productivity, which may be increased based on the events and acts carried out.

The amount each employee will receive is fixed according to the professional group and the type of event, with amounts ranging from 200.88 euros (level CD 12, normal event) to 490.96 euros (level CD 30, aggravated event). Payment is made via payroll inclusion within a maximum period of six months from the time the department head submits the documentation to Human Resources.

Groups and Events Covered

The agreement applies to two main blocks of personnel:

• Local Police, Mobility Agents, Fire and Rescue Service (SEIS), and Security and Emergency Service, who provide special service shifts on public roads.
• Other municipal services and units, who access productivity through a necessity report due to an unforeseen extraordinary situation, subject to prior authorization from the General Directorate of Human Resources and approval by the Governing Board.

Among the events contemplated are Carnival (Grand Parade, Carnival Nights, Drag Queen Final, Burial of the Sardine), the Rally Islas Canarias, Three Kings’ Night, San Juan’s Night, the Festivals of Carmen, San Lorenzo, Pilar, Dolores, and La Naval, the Foundational Festivals, the Binter Night Run, and Christmas events, in addition to PEMU activations and other unscheduled deployments.

Allocation Procedure

Individualized assignment is the responsibility of the General Directorate of Human Resources, under the delegation carried out by the agreement of the Governing Board on February 1, 2024, modified on June 6, 2024. The procedure is based on the request for volunteers, with selection criteria that prioritize those who have not previously participated and, in the event of a tie, seniority.

• Shifts are voluntary, with schedules set by the heads of department (generally 8 hours) and published at least 48 hours before the event.
• Members of the Local Police must have their official weapon and be in a condition to provide service on public roads.
• Failure to attend the call entails disciplinary responsibilities; two unjustified absences result in exclusion from the program.
• Overtime is not permitted for the events included in the annex, and night shifts (22:00 to 06:00) are distributed in an equitable and rotating manner.

The agreement also provides for the establishment of a joint Monitoring Commission, composed of representatives from the Administration and the signing trade union organizations, responsible for assessing the implementation of the program. The document was signed by the General Director of Human Resources, María Teresa Rodríguez Sánchez, and the Head of the Human Resources Service, María Isabel Tavío Hinestrosa, under the signature of the Government Councilor for the Area, Francisco Hernández Spínola.

With this measure, the capital’s City Council secures the remuneration of its staff during major events with the highest public attendance, guaranteeing security, emergency, and mobility coverage for the most relevant festive and sporting events on the city’s calendar.
