Las Cabezas calls for thirty street vending authorizations in the street market

The City Council of Las Cabezas de San Juan has approved the terms and the call for the awarding of 30 authorizations for the exercise of street vending in the municipal market, by means of Resolution of the Third Deputy Mayor No. 2026-2604, dated September 3, 2026. The call is published in the Official Gazette of the Province of Seville, number 174, of September 8, 2026, and opens a period of 15 days for the submission of applications, counted from the day following its publication.
The grant is processed under a competitive bidding regime, in accordance with the Regulatory Ordinance of Street Vending of the municipal district and the Recast Text of the Street Trade Law, approved by Legislative Decree 2/2012, of March 20. The authorizations will have a validity of fifteen years, and the awardees must annually prove that they are up to date with their obligations to Social Security, the Tax Administration, and civil liability insurance.
Location and schedule of the stalls
The stalls will be located in the Municipal Market, between the streets of Mariana de Pineda, Joaquín Turina, and Enrique Granados, in the population center of Las Cabezas. The stalls with the following order numbers will be awarded:
- 11, 19, 20, 22, 24, 25, 27, 28, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, and 53.
Sales will be conducted on Fridays from 09:00 to 14:00 hours, with the installation of stalls at 7:00 hours. The City Council reserves the right to vary the location of the market for reasons of security or public interest, without this generating a right to compensation.
Requirements and awarding criteria
Natural persons and companies that prove to be registered under the corresponding heading of the Tax on Economic Activities, in the Social Security regime and up to date with the payment of contributions, as well as possessing civil liability insurance, may be holders. Providers from third countries must prove compliance with residence and work regulations.
The evaluation of applications will be carried out according to objective criteria, among which the following stand out:
- The investment allocated to the activity and its degree of amortization (up to 5 points).
- The availability of suitable removable installations (maximum 1 point).
- Demonstrated experience in municipal markets (2 points per year).
- Difficulty of access to the labor market: persons under 30, over 45, and women (10 points per group, non-cumulative).
- Possession of quality distinctions in street trade (15 points).
- Adherence to consumer conflict resolution systems (5 points).
- Innovative merchandise not existing in the market (10 points).
Processing and resolution
Applications must be submitted to the General Registry of the City Council or through the means provided for in Article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure. Each applicant may include a single person as a collaborator, and anyone appearing in more than one application will be automatically excluded.
The maximum period for resolution shall be three months from the end of the submission period, after hearing the Municipal Commission for Street Trading. A waiting list will be formed with the non-awarded applicants to fill vacancies, and the failure to submit the required documentation within the deadline will be understood as a waiver of the authorization.
