Laguardia initially approves the modification of the Villa Lucia Area

The Laguardia City Council has initially approved the specific modification of the subsidiary urban planning regulations regarding Area 20 “Villa Lucia” and the regulation of tertiary use in the municipality. The agreement was adopted by the ordinary Plenary session on July 17, 2026, and is published in the Official Gazette of the Historical Territory of Álava (BOTHA), number 104, dated September 11, 2026, within the Local Administration section.

The decision, signed by the mayor-president Raúl García Ezquerro on September 1, 2026, now opens a one-month public information period, during which interested parties may submit allegations and consult the complete file.

Initial approval and public information process

The agreement consists of six points. The first initially approves the specific modification of the subsidiary regulations regarding area number 20 “Villa Lucia” and the regulation of tertiary use. The second submits the file and all its documents to public information through its publication in the BOTHA and in the newspapers of widest dissemination or circulation in the territory, for a period of one month starting from the last publication.

During this period, the file will be available for review at the municipal offices, during public service hours:

• Monday to Friday, from 10:00 to 14:00 hours.
• Interested parties may formulate the allegations they deem appropriate for the defense of their rights and interests.

Mandatory reports and institutional participation

The agreement requires the reports, opinions, and pronouncements of the administrative bodies and entities managing affected public interests, which are legally provided as mandatory, and must be issued during this processing phase and within the deadlines established by the corresponding sectoral legislation.

Simultaneously, communication will be made to the administrative bodies and entities with territorial relevance or impact so that, if they deem it appropriate, they may appear in the procedure and assert their requirements. The same process will be carried out with the administrative boards of the municipality.

Suspension of urban planning licenses for two years

The fifth point of the agreement suspends the granting of approvals, authorizations, and urban planning licenses in the areas where the new determinations imply a modification of the current urban regime, according to the detail of the executive summary. The suspension will have a duration of two years from the last publication of the initial approval.

Furthermore, the interruption of the procedure for granting the affected licenses is ordered, as well as the personal notification of the agreement to those who had submitted license applications prior to the date thereof.

The modification directly affects owners and developers in the municipality of Laguardia, in Rioja Alavesa, who will see the processing of licenses in Area 20 “Villa Lucia” conditioned over the next two years. The objections period constitutes the opportunity for interested parties to participate in the definition of the new urban planning regime before its final approval.
