La Vall de Boí adapts the motorhome and traffic ordinances
Por FactBox Admin

The Plenary of the Vall de Boí City Council initially approved, in the session of September 30, 2026, the modification of the Ordinance regulating the parking of motorhomes and the use of motorhome areas and that of the General Traffic Ordinance, to adapt them to the General Traffic Regulations as worded by Royal Decree 518/2026, of June 24. The agreement is published in the Official Gazette of the Province of Lleida no. 190, of October 6, 2026, within file 367/2026 (CVE BOP-2026_0_190_8262, pp. 1-13). Both regulations are now open for public information and hearing for interested parties for thirty business days.
The text is based on the state reform published in the Official State Gazette no. 155, of June 26, 2026, which comes into force on October 1, 2026. Royal Decree 518/2026 adds a section 4 to article 92 of the General Traffic Regulations with the parking conditions for vehicles designated as dwellings, removes article 93, and incorporates a new title VI, in which article 151.3 prohibits ordinances from opposing, altering, or inducing confusion with the regulation, and article 156 regulates municipal powers regarding stopping and parking.
The Vall de Boí City Council already had a motorhome ordinance approved in 2021 (BOP no. 220, of November 15, 2021) and a traffic ordinance from 2020 (BOP no. 105, of June 2, 2021). The modification file was initiated on August 10, 2026, and was submitted to a prior public consultation for a period of twenty business days, which ended on September 8, 2026, with a single contribution, registered under number 2026-E-RE-300, of August 26, 2026. The plenary agreement was approved by simple majority, with four votes in favor and none against.
Adaptation to Royal Decree 518/2026
The motorhome ordinance is adjusted to the three objective conditions of article 92.4 of the General Traffic Regulations: not extending elements that exceed the vehicle’s ground projection, resting only on the tires—with the possibility of using blocks or wedges—and not pouring fluids from the cabin. The definition of parking and the indicators of article 3.4, which required exclusive contact of the wheels and prohibited opening projecting windows, are modified.
The main changes are as follows:
- The phrase “only in places signaled for such purpose” is removed from article 3.1.
- Serious offense a) and very serious offense a) of article 8, which penalized parking outside the designated area, are eliminated.
- Minor offense g), relating to the occupation of more space than the parking spot, is removed.
- Other motor vehicles conditioned as dwellings are equated to motorhomes, and trailers and semi-trailers are excluded.
- A definition of camping is added to article 2 to delimit the punishable conduct.
- Recidivism ceases to be an autonomous offense and becomes a grading criterion.
New zones with parking limitations in Barruera
The traffic ordinance incorporates an article 43 bis and an annex II with two zones where limitations apply to all vehicles, regardless of their category:
- Carrer del Riu de Barruera: parking limited to 2 hours between 7:00 and 21:00 h and prohibition of parking from 21:00 to 7:00 h, due to proximity to the Salencar de Barruera, included in the Natura 2000 Network space ES0000022 “Aigüestortes”.
- Barruera football field parking lot: 3 hours from 7:00 to 23:00 h and prohibition of parking from 23:00 to 7:00 h, to guarantee spaces for users of the sports facility.
- Exceptions: emergency and public services, vehicles authorized for events and, regarding duration, vehicles for people with disabilities.
Trailers, caravans and height limitations
Motorhome areas are facilities for short stays with vehicle rotation, so the ordinance excludes trailers and semi-trailers, whether attached or not. On public roads, article 38.2 is drafted neutrally: the prohibition affects any trailer or semi-trailer detached from the towing vehicle, with express reference to article 92.4 of the General Traffic Regulations for vehicles conditioned as dwellings.
The new article 41 bis enables the Mayor’s Office to, through a reasoned resolution and with a prior technical report, set access limitations by height and install barriers or clearance limiting elements in municipal public parking lots, for reasons of safety, capacity, protection of the natural environment or use of the facilities.
Processing, cost and entry into force
- Public information and hearing for a period of thirty business days from the day following publication in the BOP.
- If no claims or suggestions are submitted, the initial approval agreement becomes final without the need for a new agreement.
- Publication of the consolidated text in the BOP, insertion of the reference to the Official Gazette of the Generalitat de Catalunya, and communication to the State Administration and the Generalitat.
- Entry into force once fifteen business days have elapsed, in accordance with articles 65.2 and 70.2 of Law 7/1985.
- The signage of the zones will be charged to budget application 227.99.150 of the General Budget of 2027.
- The mayor, Sònia Bruguera Diego, signs the document dated October 2, 2026.
The modification affects a municipality with high tourist pressure, where the influx during high season is general throughout the entire district. The limitation of Riu Street seeks rotation in a sensitive fluvial environment and the protection of people against the risk of flooding, while that of the football field reserves spaces for sporting use. For residents and visitors, the change implies new nighttime prohibition slots and a period of thirty business days to submit allegations before the regulations become final.
