Por FactBox Admin

The Belgian Official Gazette (Moniteur belge) of November 4, 2026, publishes, on page 59183, a ministerial decree of October 28, 2026, approving SRL SUPER MAGGY as an employer of sex workers under an employment contract. The company, whose enterprise number is 0556.803.358, is assigned approval number 17. The document bears the official reference 2026/202726.
The act appears under the “Other decrees” section of the FPS Employment, Labour and Social Dialogue. It is signed by the Minister of Employment D. Clarinval and by the Minister of Justice A. Verlinden. Its legal basis is twofold: the Law of May 3, 2024, containing provisions regarding sex work under an employment contract — articles 2, paragraph 1, 2°, 11, 14, 15, and 16 — and the Royal Decree of October 20, 2024, establishing the approval procedure for employers employing sex workers, articles 2, 3, 5, 6, and 7, § 1. Both texts were published in the Belgian Official Gazette on December 1, 2024, a reference expressly recalled in the footnote of the decree.
The operative part consists of two articles. Article 1 approves SUPER MAGGY SRL within the meaning of article 2, paragraph 1, 2°, of the Law of May 3, 2024, and sets its approval number at 17. Article 2 specifies that the decree enters into force on the day of its publication in the Belgian Official Gazette, namely November 4, 2026. The final recital indicates that all the granting conditions provided for in article 14 of the law and articles 2, 3, and 5 of the royal decree have been met.
Nine months between the application and publication
The chronology of the file is fully documented in the preamble of the decree:
- January 28, 2026: receipt of the application from SRL SUPER MAGGY by the FPS Employment, via registered mail;
- June 17, 2026: opinion of the Labour Prosecutor’s Office of Mons;
- July 30, 2026: opinion of the King’s Prosecutor of Charleroi;
- August 3, 2026: positive opinion from the Minister of Justice;
- October 28, 2026: signing of the decree in Brussels;
- November 4, 2026: publication in the Belgian Official Gazette and entry into force on the same day.
Two judicial opinions before the ministerial decision
The file was submitted to two judicial authorities before signing. The Labour Prosecutor’s Office of Mons issued its opinion on June 17, 2026, approximately five months after the application was filed. The King’s Prosecutor of Charleroi rendered his opinion on July 30, 2026, a few weeks before the intervention of the Minister of Justice A. Verlinden on August 3, 2026.
These consultations frame a decision taken jointly by the Minister of Employment and the Minister of Justice, both of whom are co-signatories of the published text.
An approval register reaching number 17
The accreditation granted to SUPER MAGGY bears number 17, placing it within a continuous series of ministerial decrees published in the Belgian Official Gazette. A few weeks earlier, a decree dated August 19, 2026, published in the Belgian Official Gazette on August 24, 2026, on page 46036 under reference 2026/202015, had accredited SRL A.R.E.S., company number 0842.786.379, under accreditation number 13.
The procedure is identical from one file to another: application addressed to the FPS Employment, opinion from the competent King’s Prosecutor’s Office, opinion from the labor audit office, opinion from the Minister of Justice, then a co-signed ministerial decree and publication in the Belgian Official Gazette. The accreditation number constitutes the public identifier of the employer in this federal register.
Scope
The decree of October 28, 2026, authorizes SUPER MAGGY SRL to employ sex workers under an employment contract and makes its accreditation number 17 enforceable and publicly verifiable. For the workers concerned as well as for the company’s partners, the publication in the Belgian Official Gazette on November 4, 2026, serves as the starting point: the accreditation takes effect from this day, without a transitional period.
