La Solana makes the school cafeteria ordinance permanent

The La Solana City Council has finalized the ordinance regulating the public price for the provision of the school canteen service in the town’s schools, as no claims were filed during the public exhibition period. The decision is published in the Official Gazette of the Province of Ciudad Real, number 169, dated September 3, 2026, and will enter into force on September 1.

The regulation was approved by the Plenary of the Corporation in an ordinary session held on July 3, 2026, and subjected to public information for thirty days following its publication on the City Council’s notice board, in the BOP number 133, dated July 15, 2026, and in the Diario Lanza on July 14, 2026. Since no allegations were registered, the agreement is understood to be automatically finalized in accordance with article 49.c) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

Service Rates

The ordinance, which repeals the previous Ordinance No. 27, sets the public price amounts based on the service and the type of user:

• Lunch, regular users: €5.40/day.
• Lunch, non-regular users: €6.48/day.
• Morning classroom (1:30 hours), regular and non-regular: €2.48/day.
• Morning classroom (2:00 hours), regular: €3.02/day.
• Morning classroom (2:00 hours), non-regular: €3.62/day.

The amounts are set in accordance with article 14 of Decree 138/2012, of October 11, which regulates the operation of the school canteen in public teaching centers of the Ministry of Education, Culture and Sports of the Regional Government of Castilla-La Mancha.

Regular and Non-Regular Users

Regular users are considered to be students who use any of the services at least 80% of the school days of the calendar month; those who do not reach that threshold without justification are considered non-regular, with a 20% surcharge on the ordinary rate.

Absences are only justified by a medical certificate, in case of illness, or certification from the center’s management, in which case a new monthly calculation is performed. The 80% calculation is carried out individually for each service, and teachers who use the canteen exceptionally are always considered non-regular users.

Collection and Validity

The payment obligation arises from registration at the educational center, and collections are made in arrears via direct debit from the bank account indicated in the standardized form of the Ministry of Education, Culture and Sports. If the service is not provided for reasons not attributable to the user, the charge for the days not provided will not be issued, or the amount already paid will be refunded.

An administrative appeal may be filed against the agreement before the Administrative Chamber of the High Court of Justice of Castilla-La Mancha within two months from the publication of the announcement. The ordinance, signed by the mayor-president Luisa María Márquez Manzano, affects all families with children enrolled in the town’s schools, for whom the dining service rates for the upcoming school year will be stably fixed.
