La Solana creates two Rural Environment Warden positions
Por FactBox Admin

The La Solana City Council has approved a specific modification of its Staffing Table (RPT) to provide two positions for Rural Environment Warden and to redefine the Plumbing Technician position. The agreement, signed by Mayor Luisa María Márquez Manzano on October 21, 2026, is published in the Official Gazette of the Province of Ciudad Real number 205, dated October 23, 2026, under Announcement number 3432 and verification reference fxZkr8LCAo3mYxC3XzT1.
The Staffing Table is the instrument that establishes, position by position, the classification group, the destination supplement level, the specific supplement, the workday, the schedule, the required qualification, and the functions of each position within the council. The published agreement is structured into three points: approving file no. 13, “Rural Environment Warden”; approving file no. 85, “Plumbing Technician”; and incorporating both into the current RPT, replacing those previously approved.
Two warden positions with a Monday-to-Sunday schedule
File no. 13 is configured with two workers and the following determinations:
- Status: civil servant, Group C2, destination supplement level 18.
- Specific supplement: 5,619.37 euros.
- Department: Agriculture, with the Agriculture Technician as the hierarchical superior.
- Full-time workday of 35 hours per week, on a continuous schedule from Monday to Sunday.
- Qualification: ESO (Secondary Education) and/or equivalent.
- Specific requirements: Valid Professional Identification Card for Rural Guards, issued by the Civil Guard, and a type B driver’s license.
The Monday-to-Sunday schedule and the requirement for the rural guard card make the position one of permanent availability within the municipal district, beyond the usual office hours of local administration.
Paths, rural heritage, and fire prevention
The general functions assigned to the Rural Environment Warden include:
- Monitoring the network of rural paths within the municipal district and issuing the relevant reports.
- Monitoring municipal rural heritage and drafting reports on possible incidents.
- Collaborating with the repair of rural paths—delimiting widths, marking entrances—when required by the public works department.
- Exercising security and protection functions for assets, facilities, and rural lands.
- Ensuring that crimes against natural resources, the environment, flora and fauna, or crop yields are not committed.
- Preventing and assisting in the extinction of forest fires.
- Collaborating with the security forces and bodies of the State, the autonomous community, the provincial council, and the guarding services of neighboring towns.
- Collaborating with the local grazing commission.
The form leaves the specific functions section blank and closes with the usual clause to assume any other task inherent to the previously assigned category.
Plumbing: new management and reinforcement of the swimming pool service
Form no. 85, for labor personnel, maintains a single position in Group C2, level 18, with a specific supplement of 5,059.08 euros and assignment to the Swimming Pools/Climate-Plumbing department. The modification establishes the Head of the Heating and Air Conditioning Service and the Head of Swimming Pools as hierarchical superiors, and retains the remaining determinations of the final form.
The position maintains a full-time schedule of 35 hours from Monday to Sunday, with hours subject to the shift roster of the rest of the staff and flexible in summer, a secondary education qualification (ESO), and a Class B driver’s license. Its functions include covering the swimming pool service during absences due to permits or leaves, completing up to 35 weekly hours in plumbing, and executing the setup, maintenance, and repair of heating installations and cooling systems in public buildings and schools, in addition to plumbing work in those same properties.
Deadlines for appeal
The announcement details that an optional appeal for reversal may be filed against the agreement before the same body that issued it within one month from the day following the receipt of the notification, or an administrative appeal may be filed before the Administrative Litigation Court within two months, in accordance with articles 123 and 124 of Law 39/2015 and articles 8 and 46 of Law 29/1998. If the appeal for reversal is chosen, the administrative litigation appeal cannot be filed until the former is expressly resolved or dismissed by silence.
The decision directly affects local public employment in a municipality of a marked agricultural character: it consolidates two newly created positions in the workforce and reorganizes the hierarchical dependency of a technical maintenance position, which conditions future selection calls and the daily organization of the city council’s works, swimming pool, and climate control services.
