Por FactBox Admin

The La Seu d’Urgell City Council has opened the 2026 call for grants for self-employed persons and entrepreneurs, with aid of up to 1,200 euros for those joining as individual self-employed workers and 600 euros for employees with reduced working hours. The deadline for submitting applications is from November 1 to November 30, 2026, both inclusive. The edict is published in the Official Gazette of the Province of Lleida no. 209, of November 2, 2026, pages 1 to 3, under the official reference CVE BOP-2026_0_209_8997 (edict no. 8997).
The call is processed under a competitive bidding regime and is governed by the regulatory bases approved by the same council, processed in file 1891/2026 and published in full in the BOP no. 119, of June 25, 2026, with the reference CVE BOP2026_0_119_5299. The definitive consolidated text is dated June 16, 2026. The call itself is processed in file 4141/2026 and is framed within the Strategic Grant Plan identified in the bases, with the supplementary application of Law 38/2003 and its regulation.
Requirements: initial registration in the RETA and activity in the municipality
Persons who have initially registered in the RETA between November 1, 2025, and October 31, 2026, may apply for the aid, provided they had not been registered in this regime between November 1, 2024, and October 31, 2025. The activity must be carried out and fiscally registered in La Seu d’Urgell, and in the case of activities without a premises, the link is proven by the fiscal address.
The edict does not require registration on the municipal census (empadronament). It is necessary to comply with all the requirements of article 3 of the bases, be up to date with obligations to the AEAT, ATC, TGSS, and the City Council, and not have received this same grant in a period of less than three years since the first award.
The monthly RETA quotas accrued between November 1, 2025, and October 31, 2026, are eligible for subsidies, with at least six months of uninterrupted registration within this period. If this minimum is not reached, the aid is not granted; if the deregistration occurs after six months but before completing the subsidizable year, proportionality is applied and, if applicable, the reimbursement provided for in the bases.
Amounts, supplements, and available credit
The maximum allocation for the call is 10,400.00 euros, charged to the budget application 43000.48068, “Self-employed aid,” of the 2026 municipal budget. Decree 2026-1062, of October 22, 2026, provides for the release of the credit from the 2025 call and a new retention for the 2026 call.
The maximum amounts are as follows:
- 1,200.00 euros for unemployed persons who register as individual freelancers.
- 600.00 euros for salaried employees with a working day not exceeding 50% of a full-time day nor 20 hours per week.
- Up to 200.00 euros as a supplement for young people under 35 years of age.
- Up to 200.00 euros as a supplement for women entrepreneurs, cumulative with the previous one when both conditions are met.
Up to 100% of the quotas are computed, deducting grants from other administrations for the same concept, and the total amount cannot exceed the actual eligible expenditure.
Deadline, documentation and evaluation
Applications are formalized using the standardized form and submitted to the municipal electronic office, to the OAC when applicable, or through any of the means admitted by the administrative procedure regulations. The deadline will not close early due to exhaustion of credit, and incomplete documentation may be corrected within ten business days, with a warning of withdrawal if the request is not met.
The application form, NIF or NIE, the employment contract in the case of part-time work, the 036/037 census registration, the receipt of the first RETA quota, the work history report, and the proof of quotas must be provided, in addition to the corresponding responsible declarations. The Economic Promotion Service acts as the instructing body and a collegiate committee composed of at least one technician from this service, who presides over it, one from Intervention and one from the Secretariat will issue a reasoned report; the Local Government Board resolves.
The evaluation criteria of article 8 are:
- Generation of additional employment, with at least one contract.
- Project under a non-profit cooperative formula with social impact.
- Incorporation of environmental sustainability or digitalization.
- Initiatives promoted by young people and/or women.
- Priority or strategic sectors, such as sustainable tourism, the creative economy, proximity services, specialized trade, technology and digitalization, or local agri-food.
The maximum resolution period is two months from the submission of the complete application, and the lack of resolution has dismissive effects. The resolution is published on the electronic board and, if appropriate, communicated individually.
Justification, payment and obligations
RETA quota receipts must be presented to the OAC every three months until the subsidy is completed, with the municipal justification account and formally at the Entry Registry. Economic Promotion verifies them and issues a report, and Intervention processes the payment within one month from when the documentation is correct and complete.
Beneficiaries must maintain their activity and registration with the RETA, report other grants, keep supporting documents, comply with municipal verifications, and participate in the La Seu Emprèn program, in addition to fulfilling publicity obligations. The call will be communicated to the National Grants Database (BDNS) and the summary will be published in the BOP before the opening of the deadline. The mayor, Joan Barrera Aranda, signed the edict on October 27, 2026.
The measure directly interests entrepreneurs who have registered with the RETA in the municipality within the last twelve months, as it eases the cost of contributions in the initial phase of the activity and prioritizes projects with an impact on local employment, innovation, and the reactivation of the historic center.
