La Seu d'Urgell approves the guidelines to fill thirteen permanent positions

The Local Governing Board of the La Seu d’Urgell City Council approved in the session of September 14, 2026, the regulatory bases to cover thirteen staff positions under a permanent employment regime and to establish the corresponding job banks. The call is published in the Official Gazette of the Province of Lleida number 180, dated September 21, 2026, with the official reference BOP-2026_0_180_7811 and file 2956/2026. The process is resolved through a competitive examination (concurs-oposició) for the open shift, and the positions are vacancies within the municipal workforce.

The document, signed by Mayor Joan Barrera Aranda, occupies pages 1 to 23 of the gazette and includes the complete bases, the self-assessment form for merits, and the syllabus for each job position. The positions stem from three public employment offers approved by the same Local Governing Board: that of 2023 (November 13, 2023), that of 2025 (March 3, 2025), and that of 2026 (March 30, 2026).

Thirteen positions divided into four job roles

The call groups the positions into four profiles, all with full-time hours and organic assignment under the command of the head of Technical Services:

• Five positions for works brigade operator, professional group E.
• Five positions for gardening operator, professional group E.
• Two positions for cemetery operator, professional group E.
• One position for gardening official, professional group C2.

The works brigade positions have a mandatory on-call system assigned. The two cemetery operators will work in monthly rotating shifts: shift A, from Monday to Friday from 9:00 to 15:00 hours, and shift B, from Wednesday to Sunday from 11:00 to 17:00 hours, with November 1st as a mandatory service day.

Requirements and selection process

The qualification and language requirements vary according to the classification group:

• Group C2 (gardening official): primary school graduate, ESO graduate or first-degree vocational training (FP), and C1 level Catalan.
• Group E (operators): no academic qualification is required and the required Catalan is level A2.
• Driving license B for all positions, except for one works brigade operator position, which will be awarded preferentially to those who do not possess one.

The selection tribunal will be collegiate and will consist of a presidency and a member appointed by the City Council, a member appointed by the School of Public Administration of Catalonia, and a secretary with a voice but no vote. The examination phase, which is mandatory and eliminatory, consists of a theoretical multiple-choice test (maximum 10 points) and a practical test (maximum 20 points), with a maximum time of two hours per test. The competition phase evaluates professional experience, training, and other qualifications, and is not eliminatory.

Deadlines, job banks, and incorporation

The deadline for submitting applications is 20 working days starting from the day after the publication of the summary in the Official State Gazette; the full rules are also published in the Official Gazette of the Generalitat de Catalunya. Applications should preferably be submitted through the municipal electronic office, at the address www.laseu.cat/tramits-i-serveis/convocatories-oficials.

The job banks resulting from the process will be open and permanent for two years, extendable, and will serve to cover vacancies, temporary substitutions, temporary programs, or accumulation of tasks. The City Council may open temporary application windows every six months to incorporate new candidates. Selected individuals must pass a probationary period, submit the documentation within 20 calendar days, and take possession of the position within a maximum period of one month.

With this call, La Seu d’Urgell launches a public employment offer accumulated over three fiscal years and stably reinforces the maintenance services of public roads, green spaces, and cemeteries in the city and Castellciutat, with a job bank intended to cover future temporary needs.
