La Rioja publishes the 2026-2029 intercity passenger transport agreement

The Official Gazette of La Rioja number 176, dated Monday, September 14, 2026, publishes the collective bargaining agreement for the intercity passenger transport activity of the Autonomous Community of La Rioja for the years 2026 to 2029. The text, consisting of 29 pages, is incorporated into the gazette via Resolution 737/2026, of September 3, from the General Directorate of Labor and Occupational Health, which orders its registration in the registry of agreements and its official publication.

The agreement was signed on September 6 by the Riojan Association of Bus Transport (ARETBUS), representing the companies, and by the unions General Workers’ Union (UGT) and Workers’ Commissions (CCOO), representing the workers. The resolution, signed by the general director Pilar Simón Estefanía, is issued in accordance with article 90.2 and 3 of Royal Legislative Decree 2/2015, which approves the revised text of the Workers’ Statute Law, and Royal Decree 713/2010, regarding the registration and deposit of agreements.

Scope and Validity

The agreement, with registration code 26001455012008, applies to all companies and workplaces that carry out the activity of intercity passenger transport by road in the territory of La Rioja, both in regular and discretionary services, even if their registered office is outside the community. Its validity extends from January 1, 2026, to December 31, 2029, with retroactive effects from the beginning of the year.

  • Functional scope: intercity passenger transport by road, regular and discretionary.
  • Territorial scope: Autonomous Community of La Rioja.
  • Duration: January 1, 2026, to December 31, 2029.
  • Termination: the agreement is considered automatically terminated upon expiration, remaining extended until another agreement is signed to replace it.

Remuneration and Working Hours

The parties agree to a salary increase of 4.50% for 2026 over the 2025 tables, which are established as final in Annex I. For the years 2027, 2028, and 2029, the tables will be updated with the actual national CPI of the previous year plus 0.50%, with a maximum cap of 6% per year.

  • Annual working hours: 1,771 hours of actual work, with a maximum average of 40 hours per week on an annual basis.
  • Seniority: 3% at 3 years, 7% at 7 years, and 10% at 10 years, without exceeding 10% in any case.
  • Night shift bonus: 20% of the annual salary of the agreement; 5 gross euros per hour for discretionary night services starting June 1, 2026.
  • Rest day and holiday bonus: 110 gross euros per rest day or holiday worked, or 75 euros under the holiday bonus option.
  • Transport bonus: 5 gross euros per day for split shifts in three or more segments.

Social Improvements and Security

The agreement incorporates voluntary social security improvements and social conditions for personnel in the sector. Companies must take out an insurance policy covering 45,000 euros for total permanent disability, absolute disability, or severe disability resulting from a workplace accident or professional illness, and 40,000 euros for death under the same circumstances.

  • Loyalty bonus: 8,000 euros if 2 years remain until ordinary retirement, 4,000 if 1 year remains, and 2,000 if 6 months remain; 10,000 euros for those who retire early at age 63.
  • Per diems: differentiated amounts based on regular service, discretionary service within or outside of La Rioja, and international service, with fixed amounts throughout the term of validity.
  • Joint Commission: eight representatives (four for each party), headquartered at the Federation of Entrepreneurs of La Rioja, in Logroño.

Relevance of the agreement

The agreement establishes the labor and salary conditions for the entire intercity passenger transport sector of La Rioja for four years, providing stability to companies and staff in a service essential for the region’s mobility. Publication in the official bulletin grants regulatory effectiveness to the text, which will be directly applicable to all workers and companies within the scope, including compensation, absorption, and personal guarantee clauses that protect the most favorable existing conditions.
