La Rioja announces one million in tele-training grants for workers

The Department of Education and Employment of the Government of La Rioja has approved the call for grants for the year 2026, under a competitive bidding process, aimed at financing transversal and sectoral e-learning programs for employed workers in the community. The measure is detailed in Resolution 63/2026, of August 17, published in the Official Gazette of La Rioja number 172, of September 8, 2026, and is listed in the National Grants Database with the identifier BDNS 925319.
The call is part of the administration’s offer initiative for employed workers and is issued in application of Law 30/2015, of September 9, which regulates the Vocational Training System for Employment in the labor sphere, and its implementing regulations. The maximum budget amounts to 1,000,000 euros on a multi-annual basis for the 2026, 2027, and 2028 fiscal years, and the operation may be co-financed by the European Social Fund Plus (ESF+) at a rate of 60% through the 2021-2027 Operational Program of La Rioja.
Purpose and modality of training
The training actions will be delivered entirely in e-learning modality and will have the duration stipulated in the training programs of the Catalogue of Training Specialties of the State Public Employment Service. The planned offer is structured into two blocks:
- Transversal training programs (Annex II.A).
- Sectoral training programs (Annex II.B).
Entities wishing to be beneficiaries must be registered in the State Registry of Training Entities (REEF) in the e-learning modality for the corresponding specialty, a registration that does not require facilities in La Rioja unless the program requires in-person hours. The training activity must be developed on the registered e-learning platform, and the requested specialties must be registered in the Sigfe-Evafor system.
Target audience
Employed workers providing paid services in companies or public entities and contributing to Social Security for vocational training may participate in the programs, as well as other groups:
- Permanent seasonal workers during periods of non-employment and persons affected by ERE (collective redundancies) or ERTE (temporary employment regulation files) during suspension periods.
- Self-employed workers, maritime workers, and those assigned to the Special Agricultural System, who may access the sectoral programs within their field.
- Public Administration personnel, with a maximum limit of 10% of program participants.
- Non-professional caregivers of dependent persons, in actions within the fields of Health or Education.
- Unemployed persons registered as job seekers, whose participation may not exceed 30% of the certified participants.
In all cases, it is a requirement to work in workplaces within La Rioja or to have a tax domicile in the community.
Amount, deadlines, and payment
The grant will be calculated as the product of the number of participants by the hours of each specialty and by the amount of the corresponding module, applying the modules of Annex II to applications that obtain a minimum of 50 points. The training actions may begin after their approval and must be completed before February 28, 2028.
The deadline for submitting applications will be fifteen business days starting from the day following the publication of the resolution in the bulletin. The applications, addressed to the Counselor of Education and Employment, shall be submitted electronically through the electronic office of the Government of La Rioja. The department may pay advances of up to 50% of the granted subsidy, in two installments of 25% linked to the year of execution.
The resolution, signed in Logroño on August 17, 2026, by the Counselor of Education and Employment, Alberto Galiana García, opens a window of opportunity for training entities to certify their offer and for Riojan workers to improve their skills in a flexible and remote format, with the support of European funds.
