La Rioja announces 68 Administrative Management positions in a transfer competition

The Minister of Finance, Public Governance, Digital Society and Government Spokesperson, Alfonso Domínguez Simón, has announced the transfer competition CT.31/26 to fill 68 vacant positions within the General Administration Management Body of the Autonomous Community of La Rioja. Resolution 2292/2026, dated September 28, is published in the Official Gazette of La Rioja number 189, dated October 1, 2026, with reference BOR-A-20261001-II–1111 and file number 202609290124679. Interested career civil servants have fifteen business days to submit their application electronically.

The call responds to the existence of budget-funded vacant positions in the General Administration of the Autonomous Community of La Rioja and is issued to allow the mobility of personnel serving the Administration. It is based on Article 94 of Law 9/2023, of May 5, on the Public Service of the Autonomous Community of La Rioja; Article 15.4 of the current Agreement for civil service personnel; and Article 2.2 of Decree 78/1991, of November 28, which regulates the filling of positions for civil service personnel.

The requirements and the possession of merits refer to the date of publication of the resolution in the Official Gazette of La Rioja and must be maintained throughout the competition until the assumption of office. Career civil servants of the General Administration of La Rioja belonging to the General Administration Management Body may participate.

68 positions distributed among seven ministries

Annex I lists 68 positions, all of level 20, subgroup A2 and a specific supplement of 7,225.44 euros, distributed as follows:

• Agriculture, Livestock, Rural World and Environment: 2 positions.
• Health and Social Policies: 23 positions.
• Culture, Tourism, Sport and Youth: 8 positions.
• Education and Employment: 16 positions.
• Local Policy, Infrastructure and Fight against Depopulation: 2 positions.
• Finance, Public Governance, Digital Society and Government Spokesperson: 15 positions.
• Economy, Innovation, Business and Self-Employment: 2 positions.

By location, 65 positions are located in Logroño, two in Calahorra —one in the “Espíritu Santo” Residence for the Elderly and another in the General Directorate of Employment— and one in Nájera. Positions resulting from the awards that take place may also be requested, provided that the required requirements are met.

Merit scale and tie-breaking criteria

Annex II establishes the scale that will order the award:

• Seniority in the Administration: 0.10 points for each full month of service as a career civil servant, up to a maximum of 30 points.
• Seniority in the General Administration Management Corps: 0.30 points for each full month, up to a maximum of 90 points.
• Tenure in the job position: 5 points for each full year of uninterrupted tenure in the position obtained on a permanent basis.

In the event of a tie, the following criteria will be applied, in this order: seniority in the Corps, total seniority, tenure in the position, the score from the access selection process, and alphabetical order of surnames starting with the letter “V”, in accordance with Resolution 225/2025, of January 29. Those under a final suspension or those who have taken possession of their last destination less than two years ago, among other exclusions, may not participate.

Deadlines, resolution, and taking possession

• Applications: exclusively electronic at www.larioja.org/empleadosprovision, within fifteen business days from the day following publication.
• Correction of exclusions: ten days from the publication of the provisional list.
• Resolution of the competition: maximum period of two months from the end of the application period.
• Appeal against the provisional award: five business days.
• Taking possession: three business days if the destination is in the same locality and fifteen calendar days if it is in another or involves reinstatement to active service.
• Extension of the possession period for exceptional reasons: up to thirty days in total.

The resolution ends the administrative route, and an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Logroño within two months.

The competition opens an internal mobility route for civil servants of the General Administration Management Corps, who may reorganize their careers and bring their destination closer to their town of residence. The offer, concentrated in Logroño and with a minimal presence in Calahorra and Nájera, also reflects the staffing needs of seven departments of the Government of La Rioja.
