La Rioja extends wine promotion grants to nine years

The Regional Ministry of Agriculture, Livestock, Rural Affairs and Environment of La Rioja has approved Order AGM/46/2026, dated September 7, which reforms the guidelines for aid to the wine sector to adapt them to the new European legislative package for wine. The regulation, signed by Minister Noemí Manzanos Martínez, is published in the Official Gazette of La Rioja number 174, dated September 10, 2026, in Section I of General Provisions (pages 15492 to 15495).
The order modifies two previous regulations: Order ATP/88/2022, dated December 29, which regulates aid for promotion and communication in third-country markets, and Order ATP/14/2023, dated March 19, which establishes the guidelines for investment aid within the Sectoral Intervention of the Spanish Wine Sector (ISV) 2024-2027.
Promotion in third countries: from three to nine years
The most relevant change affects internationalization. The maximum duration of aid per third-country market increases from three years to a maximum of nine consecutive years, through two extensions of up to three years each for wines with PDO, PGI, or grape variety indication.
- The maximum aid per market remains at three initial years.
- Two extensions of up to three years each are permitted.
- The limit applies per beneficiary and market, combining country, region, action, sub-action, and target audience.
Wine tourism becomes an eligible investment
The reform incorporates marketing through wine tourism as an eligible activity within investments in processing facilities, wine-growing infrastructure, and marketing structures. It is defined as any investment linked to wine tourism aimed at the presentation, exhibition, and retail sale of wine products, a key avenue for wineries and cooperatives in the region.
Transitional calendar and new calls for applications
The order establishes transitional provisions to execute and pay aid approved before December 31, 2027, charged to the 2028 and 2029 annual budgets, conditional upon the availability of credit in the European fund for the 2028-2034 programming period.
- 2028 Promotion Call: applications until December 31, 2026, at 2:00 PM; execution between March 1 and December 31, 2027.
- 2029 Promotion Call: applications until December 31, 2027; payments before December 31, 2029.
- Fifth Investment Call (2027): applications from July 25, 2026, until March 31, 2027, with payments in 2028 and 2029.
The reform is part of the wine legislative package presented by the European Commission on March 28, 2025, developed by Regulation (EU) 2026/471 of February 24, 2026, and transposed into national law by Royal Decree 610/2026 of July 22. The order enters into force the day following its publication in the bulletin.
For the Riojan sector, the expansion of promotion in third countries and the opening to wine tourism represent a longer planning horizon and new funding avenues to diversify markets and monetize the tourist appeal of its wineries.
