The Canary Islands Police reorganizes its command with four specialized units

The General Directorate of Security of the Government of the Canary Islands has approved a resolution that reorganizes the structure of the Canarian Autonomous Police-General Body of the Canarian Police (CGPC) through the creation of four specialized units and the decentralization of the management of personnel and resources. The regulation, signed on September 3, 2026, by the general director David del Pino Franquet, is published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 187, of September 17, 2026 (reference BOC-A-2026-187-3270), and takes effect the day following its publication.

The resolution develops the Organic Regulation approved by the Order of March 20, 2024 (BOC no. 66, of 3.4.2024) and fully replaces the Resolution of January 17, 2025 (BOC no. 19, of 29.1.2025), which organized the body around the Planning and Operational Support Unit and the Internal Affairs Unit. It also nullifies the Resolution of June 18, 2025, regarding the Internal Affairs Group (BOC no. 129, of 1.7.2025), the content of which is integrated into the new text, and is based on Law 2/2008, of May 28, Decree 77/2010, of July 8, and Decree 108/2024, of July 31.

The preamble justifies the reorganization based on accumulated experience and the growth and evolution of the Body, and sets four objectives: to reorganize the structure of units, to incorporate the new units, to assign the direct management of personnel and resources to each level of the chain of command, and to integrate previously dispersed guidelines into a single text.

Four specialized units under the Headquarters

The new units depend organically and functionally on the Headquarters of the Body:

  • Internal Affairs Unit (UAI).
  • Intelligence Unit (UIF).
  • Internal Affairs Unit (URI).
  • Economic Management and Technical Support Unit (UGE).

The URI is organized into a Secretariat, Police Relations Office, Police Systems and Technology Group, Armament, Police Equipment and Laboratory Group, and Authority Protection Group. The UGE includes the Technical Support, Economic Management and Expenditure, and Aerial Operations groups, the latter of which is now integrated into this unit.

Decentralization of personnel and resource management

The fifth resolution assigns the direct management of their own personnel and resources to the Management Areas, Coordination Divisions, and Units, under the supervision of the chain of command and the corporate coordination of the URI. According to the text, this measure responds to the fact that the concentration of such management in a single central body “caused delays in processing and limited the capacity for response.”

The Internal Affairs Unit assumes the inspector role for this decentralized management, with limited access to strictly necessary data and a preference for aggregated information. Its results will be communicated to the Body’s Headquarters and, where applicable, to the competent security body.

Territorial structure and new groups

  • One Provincial Police Station per province and one Insular Police Station per department, with local police stations dependent on the latter.
  • One Management Area per zone (Gran Canaria and Tenerife) and one Coordination Division per island.
  • Units attached to the divisions: Public Safety (USEC), Administrative Surveillance and Inspection (UVIA), Prevention and Intervention (UPRI), and the Judicial Police Office (OPJ), with their respective groups and subgroups.

The Headquarters Cabinet is configured as an internal organizational formula for the Headquarters office, without the nature of an organic unit or its own competencies, and is subdivided into three functional blocks: Economic Management; Internal Control, Strategic Planning and Information; and Internal Regulations and General Administration.

Confidentiality, deadlines and adaptation

The UAI shall be confidential in nature and its leadership shall correspond to personnel from the Superior Scale with the rank of Sub-commissioner; it shall deal exclusively with the Body’s Headquarters, either directly or through its Cabinet. Newly recruited personnel will be mandatorily assigned to the USEC for a minimum of two years, and assignments will include a three-month evaluation period.

The heads and managers designated under the previous structure will continue in their functions until their accommodation or new designation, which must occur within a maximum period of two months from the entry into force. Personnel from suppressed or reorganized units are automatically assigned to the unit that assumes their functions, without alteration to their administrative status or remuneration conditions.

The reorganization affects the territorial deployment of the autonomous body, the professional career of its officers, and the internal control of police management, by transferring responsibility for personnel and resources to each headquarters and reserving the inspection of that exercise for the UAI. The regulation keeps in force the Resolution of January 4, 2026 regarding schedules, vacations, and work-life balance (BOC no. 10, of 16.1.2026).
