The Mancomunitat appoints an interim administrative official due to excessive workload

The Mancomunitat has appointed Jhoselyn Rocío Yataco Coz as an interim civil servant of the General Administration scale, administrative sub-scale, subgroup C1, due to excess or accumulation of tasks. The appointment is approved by Resolution of the Presidency dated September 18, 2026 (no. 2026/151) and is published in the Official Gazette of the Province of Barcelona on September 23, 2026, with the reference CVE 202610143456. The effects run from September 21 to October 15, 2026, both inclusive, and the authorized expenditure is 2,360.98 euros.

The designation is framed within article 10.1.d) of the TREBEP, the revised text of the Law of the Basic Statute of Public Employees approved by Royal Legislative Decree 5/2015, of October 30, which enables the appointment of interim civil service personnel for urgent and unavoidable needs. The appointed person comes from the pool of administrative civil service personnel created through a selection process by competitive examination, and the proposal corresponds to the Qualifying Tribunal of this process. The publication of the announcement is made in accordance with article 62.1.b of the same legal text.

Assigned functions and remuneration

During the term of the appointment, Jhoselyn Rocío Yataco Coz temporarily assumes the functions proper to the administrative category, subgroup C1, with level 16 of destination supplement and the specific supplement corresponding to these functions. The resolution also orders the processing of the registration in the corresponding Social Security regime effective from September 21, 2026.

Expenditure and budget applications

The Presidency has authorized and allocated the expenditure of the appointment for an amount of 2,360.98 euros, charged to the budget applications of the current budget:

• 920 12003 – Base salary for group C1 civil service personnel.
• 920 12100 – Destination supplement.
• 920 12101 – Specific supplement.
• 920 16000 – Social Security borne by the Administration.

The decision is based on the audit report incorporated into the file and must be communicated to the Audit/Accounting department and the payroll service for accounting, budgetary, and personnel management purposes.

The resolution concludes the administrative process. An optional appeal for reversal may be filed before the Presidency of the Mancomunitat within one month starting from the day after notification, or a contentious-administrative appeal may be filed directly before the competent Contentious-Administrative Court within two months.
