The Najerilla Association approves its final 2026 budget

The Official Gazette of La Rioja number 168, dated Wednesday, September 2, 2026, publishes in its section III (Other provisions and acts) the final approval of the general budget of the Mancomunidad del Najerilla for the 2026 fiscal year, with a total amount of 671,410.69 euros in expenses and income. The announcement, signed by the president of the entity, Roberto de Corta Sáenz, in Uruñuela on August 31, 2026, bears the official reference BOR-A-20260902-III–3379 and occupies pages 15170 and 15171.
The agreement stems from the session of the General Council of the Mancomunidad held on July 30, 2026, in which the initial approval of the budget, the execution bases, the civil service and labor staff establishment, and the List of Job Positions were adopted. As no claims were filed during the public exhibition period, the budget has become final, in accordance with articles 112.3 of Law 7/1985, 169.3 of the Recast Text of the Law Regulating Local Treasuries, and 127 of the Recast Text of the provisions regarding Local Regime.
Statement of expenses and income
The budget is balanced at 671,410.69 euros in both the statement of expenses and the statement of income. In the expenditure chapter, current operations stand out, concentrating practically the entire budget.
- Personnel expenses: 135,291.89 euros
- Expenses for current goods and services: 526,618.80 euros
- Financial expenses: 1,500 euros
- Current transfers: 8,000 euros
- Investments and financial operations: 0 euros
On the income side, current transfers contribute 579,410.69 euros, while fees, public prices, and other income total 92,000 euros.
Labor staff establishment
In accordance with article 127 of the Recast Text of the provisions regarding Local Regime, the staff establishment is also published, with the separation between civil servants and labor personnel. The labor staff of the Mancomunidad is configured as follows:
- Social worker (1 position, permanent, competitive examination, group A2/level 21, no vacancies)
- Social worker (1 position, permanent, competitive examination, group A2/level 21, no vacancies)
- Administrative assistant (1 position, temporary, examination, group C2/level 15, no vacancies)
The allocation of two social worker positions reflects the weight of social services within the scope of action of the Mancomunidad, which provides care to the member municipalities of the Najerilla valley.
Appeals against the agreement
An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja, based in Logroño, within two months from the publication of the announcement, in accordance with Article 46 of Law 29/1998, of July 13, on Contentious-Administrative Jurisdiction. The filing of the appeal shall not, by itself, suspend the effectiveness of the challenged agreement, pursuant to Article 171.3 of the Revised Text of the Law Regulating Local Treasuries.
The final publication of the budget provides legal certainty to the economic management of the Mancomunidad del Najerilla for the 2026 fiscal year, guaranteeing the financing of the social and administrative services it provides to the member municipalities, with a stable workforce and no vacancies in its key positions.
