La Manchuela definitively approves its 2026 budget and its staffing plan

The Mancomunidad para el Desarrollo de La Manchuela has finalized its general budget, execution bases, and personnel staffing for the 2026 fiscal year. The agreement, initially adopted by the Plenary in an extraordinary session on July 30, 2026, has become final as no claims were registered during the public exhibition process, according to the announcement published in the Official Gazette of the province of Albacete number 100, dated August 28, 2026.
The approval is based on articles 112.3 of Law 7/1985, of April 2, regulating the Bases of the Local Regime; 169.3 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries; and 127 of Royal Legislative Decree 781/1986, of April 18, on the Local Regime. The document is signed by the President, María Pilar Medina Martínez.
A balanced budget of 801,850 euros
The budget presents a total of income and expenses of 801,850 €, with a balance between both items. Income is concentrated in current operations, which account for practically the entire amount.

In the expenditure chapter, the bulk corresponds to personnel and current expenses for goods and services, with a small allocation for real investments.

- Real investments: 3,010.00 €

A staff of 17 positions
The personnel staffing for 2026 is structured around training programs, the Women’s Centers, and the PRAS teams. National enabling civil servants are not included, as the obligation was suppressed by the resolution of February 19, 1998 (DOCM no. 11, of March 6).
- Training: Pedagogue/Facilitator, Legal Advisor, and Psychologist.
- Casas Ibáñez Women’s Center: Social Area Technician, Employment Area Technician, Administrative Assistant, and Legal Advisor.
- Alatoz Women’s Center: Psychologist and two Social Workers.
- PRAS – Basic Care Team: three Social Educators, Administrative Assistant, and Psychologist.
- PRAS – ESF+ Social Inclusion Technical Team: Social Worker and Social Educator.
In total, the staff amounts to 17 positions of contractual personnel.
Appeal period
A contentious-administrative appeal may be filed directly against the final approval of the general budget within a period of two months starting from the day following the publication of the announcement in the Official Gazette of the province of Albacete.
The publication of this agreement provides legal certainty to the economic management of the association of municipalities for the entire fiscal year, guaranteeing the funding of the regional services for women’s care, training, and social inclusion provided to the municipalities of La Manchuela.
