The Regional Government publishes the report of the Regional Plan to expand the Los Hitales industrial estate

The Official Gazette of Castilla y León publishes this Wednesday, August 19, 2026, the correction of errors for the Resolution of August 6, 2026, from the Second Vice-Presidency of the Junta de Castilla y León, which approves the Regional Territorial Plan for the second expansion of the Los Hitales industrial estate, in the municipality of Bernuy de Porreros (Segovia). The rectification incorporates the annexes omitted in the original publication, which appeared in issue number 155 of the gazette on August 12, 2026: the binding report and the regulations of the Regional Plan.

The document, with reference BOCYL-D-19082026-160-16, thus completes the processing of an instrument that seeks to respond to the demand for industrial land in the surroundings of the city of Segovia, where several medium and large-scale business initiatives with job creation potential are being developed.

A new developable land sector

The Regional Plan delimits a new sector called “2nd Expansion Los Hitales”, adjacent to the industrial area already planned by Decree 6/2024, which ordered the first expansion of the estate. The action, promoted by the Public Infrastructure and Environment Company of Castilla y León, reclassifies rural land as developable land with predominantly industrial use.

  • Sector area: 675,745.75 m²
  • Maximum buildability index: 0.50 m²/m²
  • Maximum buildability: 337,872.88 m²
  • Average utilization: 0.5000000 m²tup/m²s
  • Action unit: a single unit, covering the entire sector

The detailed planning reproduces the current regulations of the Regional Plan, so that the three sectors comprising the Los Hitales industrial area are subject to a common and harmonized regulatory regime.

Facilities and mobility

The new sector reserves land for public open spaces and facilities, complying with the legal standards of the Urban Planning Regulations of Castilla y León and the Land Management Law, with a 50% reduction in facility reserves as it is a sector without residential uses. Regarding parking, the following are planned:

  • 1,692 equivalent parking spaces on public roads
  • 438 spaces for motor vehicles and 114 additional spaces for heavy vehicles
  • 12 spaces reserved for people with reduced mobility

To integrate the new expansion with the area already planned, the Regional Plan introduces specific modifications to the detailed planning of the sector under Decree 6/2024, affecting ordinance zones A.6, A.7, and A.8. It includes the creation of a roundabout at the southwest end and the opening of a new 19-meter wide road that connects with the internal road network of the Los Hitales Expansion sector.

Service connections

The document establishes the basic urbanization conditions, which must be detailed in a subsequent Urbanization Project processed independently. The planned connections are:

  • Water Supply: connection from the existing intake, under concession C-0034/2023 SG (maximum annual volume of 626,562 m³)
  • Sanitation: connection to the industrial park’s new WWTP, with discharge into the San Medel stream (file V-0019/2025 currently being processed)
  • Stormwater: connection to the new storm tank of the Los Hitales Extension sector
  • Electricity Supply: connection to the new electrical transformer substation

The acquisition of the land, which is mostly privately owned, may be carried out through direct purchase agreements or, where appropriate, via expropriation, enabled by the declaration of public utility entailed by the approval of the instrument.

Boosting employment in the Segovia area

The second expansion of Los Hitales is part of the regional industrial land policy, which has already attracted companies such as Drylock Technologies, currently constructing its facilities in the industrial park. The creation of large-scale plots for extensive industry, well-connected to transport networks, aims to consolidate the functional area of Segovia as a hub for business establishment and job creation, in line with the II Industrial Promotion Master Plan of Castilla y León 2021-2025.
