The Territorial Delegation of Employment, Enterprise and Self-Employment of Cádiz, of the Regional Government of Andalusia, has ordered the registration and publication of the Agreement for Public Officials of the City Council of Paterna de Rivera, by resolution of August 3, 2026 (file 11/13/0103/202626). The text appears in the Official Gazette of the Province of Cádiz number 160, of August 20, 2026, and establishes the labor conditions for the entire municipal official staff until December 31, 2029.

The agreement was submitted to the Registry of Collective Labor Agreements and Accords on May 5, 2026, and corrected on July 10, 2026, in accordance with article 90.2 and 3 of the Workers’ Statute. The resolution, signed by the territorial delegate Daniel Sánchez Román, is notified to the negotiating commission and sent to the recipient Luis José Martínez Maján.

Scope and validity of the agreement

The pact applies to all official personnel providing service at the Most Excellent City Council of Paterna de Rivera, within its own territorial scope, and will enter into force the day following its publication in the gazette. On behalf of the City Council, Andrés Clavijo Ortiz, mayor-president and Personnel delegate, participated in the negotiation.

  • Validity until December 31, 2029, with automatic year-by-year extension unless expressly terminated.
  • The terminated agreement remains fully in force until a new text is agreed upon.
  • A joint commission of 3 members per party is established to interpret and monitor compliance with the pact.

Working hours, remuneration and reconciliation

The agreement establishes a weekly working day of 35 hours in the local entity, with a calendar agreed upon annually, and a reduction of one hour per day during the summer schedule from June 1 to September 30. Daily time tracking and flexible scheduling to reconcile personal, family, and work life are guaranteed.

  • Basic remuneration (salary, triennials, and extraordinary payments) and complementary remuneration (destination, specific, productivity, and overtime).
  • Leaves and reconciliation measures: flexible scheduling, absences for assisted reproduction techniques, and adaptation of the working day following radiotherapy or chemotherapy treatments.
  • Grants for birth (250 euros), marriage (200 euros), and children’s studies, from 120 to 400 euros depending on the educational level.

Social benefits and professional rights

The text regulates a social fund with a monthly contribution of 3 euros per worker and 5 euros by the Corporation, repayable advances of up to 3,000 euros with an annual allocation of 15,000 euros, and life and accident insurance for all personnel. It also includes study grants, vertical and horizontal internal promotion, and the extension of the Internal Equality Plan initiated in 2020.

The publication consolidates a stable framework of labor relations in the municipality, affecting the public services provided by the Corporation and its entire civil service staff. Effective until 2029, the agreement provides legal certainty to both workers and the administration, and reinforces work-life balance and equality as pillars of municipal management.
