The Regional Government sets minimum services for Jaén's urban bus system

La Junta fija servicios mínimos en el autobús urbano de Jaén

The General Directorate of Labor, Safety and Occupational Health of the Regional Government of Andalusia (Junta de Andalucía) has established the minimum services to guarantee the operation of urban passenger transport in Jaén, a service provided by the company Nex Continental Holdings, S.L.U.-ALSA as the concessionaire. The decision responds to the labor conflict open among the staff of the urban bus service in the capital of Jaén and is published in the Official Gazette of the Regional Government of Andalusia (BOJA) no. 195, dated October 7, 2026, under text no. 13101. The objective is to ensure that the service is not completely interrupted while maintaining the workers’ right to strike.

The resolution is dated October 2, 2026, and is signed by the General Directorate of Labor, Safety and Occupational Health, a body attached to the Ministry of Employment, Enterprise and Self-Employment. Its purpose is, literally, to guarantee the operation of the public service provided by the company Nex Continental Holdings, S.L.U.-ALSA, concessionaire of the public urban passenger transport service of the city of Jaén, through the establishment of minimum services.

The text is published in section 3, “Other provisions,” of the gazette and spans four pages. This is the standard instrument used by the Andalusian labor authority to balance the constitutional right to strike with the continuity of essential services for the citizenry.

What the resolution establishes

  • Resolving body: General Directorate of Labor, Safety and Occupational Health.
  • Dependent Ministry: Employment, Enterprise and Self-Employment.
  • Concessionaire company: Nex Continental Holdings, S.L.U.-ALSA.
  • Affected service: urban public passenger transport of the city of Jaén.
  • Date of resolution: October 2, 2026.
  • Publication: BOJA no. 195, dated October 7, 2026, text no. 13101, four pages.

How the mechanism works

When a collective conflict or a strike call is proposed in an essential public service, the labor authority may dictate minimum services that are mandatory for both the company and the staff. The resolution does not prohibit the protest, but it mandates the maintenance of a portion of the activity so as not to leave residents without transport.

The same body has repeatedly resorted to this formula during 2026 for other essential services, such as home care or the collection and treatment of urban waste, confirming that this is a consolidated procedure within the regional Administration.

Who it affects

  • Users of the Jaén urban bus, who will see a reduction in the offer of trips for the duration of the conflict.
  • Concessionaire workers, who are obliged to cover the minimum services established in the resolution.
  • Internal mobility within the capital of Jaén, as it is a service of strictly municipal scope.

Urban transport is the network that sustains daily commutes within the city: access to workplaces, hospitals, educational centers, and commercial areas. Any cut in frequencies is immediately perceived at the stops and in waiting times.

Processing and publication

The resolution is approved in the Regional Ministry of Employment, Enterprise and Self-Employment and is disseminated through the regional official bulletin, so that the measure acquires publicity and legal effectiveness from its insertion in BOJA no. 195, corresponding to Wednesday, October 7, 2026. The full text, with the detail of the services that must be maintained, appears in the four pages of text no. 13101.

Publication in the bulletin is the step that activates the obligation of compliance: from that moment on, neither the company nor the workers’ representatives can deviate from what has been established by the labor authority.

The decision directly affects thousands of users of the urban bus in Jaén, who will have to adjust their routines to a reduced service offer for as long as the conflict lasts. The resolution guarantees that the city maintains a minimum of public transport, but also anticipates that normality on the urban lines will not be recovered until the company and the workforce settle their dispute.
