La Junta fija servicios mínimos ante los paros de autobuses en Segovia

The Ministry of the Presidency of the Junta de Castilla y León has established the minimum services to guarantee the provision of essential services in the urban road passenger transport sector in the province of Segovia during the strike called in partial stoppages. This is done through Order PRE/1099/2026, of October 23, published in the Official Gazette of Castilla y León no. 207, of Monday, October 26, 2026 (pp. 217 to 223). The stoppages begin on October 27 and extend until November 27, 2026, both dates inclusive.

The notice and the scope of the conflict

The call was registered with a notice date of October 16, 2026, before the Territorial Labor Office of Segovia. It is signed by three trade union organizations:

  • Citizenship Services Federation of Comisiones Obreras of Segovia.
  • FesSMC of the General Workers’ Union of Segovia.
  • Free Transport Union of Segovia.

The strike affects all workers in the sector, regardless of their professional category, type of contract, and working day, from the companies included in the scope of application of the Collective Agreement for the urban road passenger transport sector of the province of Segovia. The stoppages will take place on alternating days and will affect all personnel whose working day coincides, totally or partially, with the indicated time slots.

The order is issued in application of Article 10, paragraph 2, of Royal Decree-Law 17/1977, of March 4, on labor relations, and Article 40 of Law 21/2002, of December 27, on Economic, Fiscal and Administrative Measures, within the framework of the competencies of the Autonomous Community. Since the call affects more than one ministry, the competence corresponds to the head of the Ministry of the Presidency, who signs the provision in Valladolid on October 23, 2026: Luis Miguel González Gago.

Thirteen days of alternating stoppages

The approved calendar comprises thirteen days of stoppage, with two time slots on each:

  • Tuesday, October 27: from 08:00 to 11:30 and from 13:00 to 16:00 hours.
  • Thursday, October 29: from 06:00 to 09:30 and from 13:00 to 16:00 hours.
  • Friday, October 30: from 08:00 to 12:00 and from 18:00 to 21:00 hours.

  • Thursday, November 26: from 12:00 to 15:30 and from 18:00 to 21:00 hours.
  • Friday, November 27: from 08:00 to 11:30 and from 18:00 to 21:00 hours.

Social services and school transport, the protected services

The order considers two areas as essential, at the initiative of the departments of Health and Social Welfare and Education. In the first, the Social Services Management establishes in Annex I the minimums for the day-stay service, provided by the company SANIVIDA, S.L. at the Cuellar Day Center, attached to the Mixed Residence and Assisted Residence: one driver and one route assistant per shift.

In the second, the Department of Education establishes in Annex II that the presence of one driver will be maintained on each of the school transport routes whose provision coincides with the days and time slots of the strikes. The text justifies this coverage based on territorial dispersion and the absence of alternative means of transport, as each route serves specific users and educational centers.

Immediate effects and appeal process

The affected companies must adopt the necessary measures to comply with the minimums and notify the designated workers of this circumstance. The order warns that the established essential services may not be disrupted by alterations or strikes of the designated personnel, which will be considered illegal and will generate liability according to current legislation.

The regulation takes effect from the day of its publication in the bulletin and exhausts the administrative route. An optional appeal for reversal may be filed before the head of the Department of the Presidency within one month, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months.

The scope of the order is twofold for the readers of Segovia: it specifies which buses will operate during each strike period and obliges companies to reorganize shifts and school routes for an entire month. Any incident in school transport or day-stay services is covered by mandatory minimums effective from October 26th.
