The Regional Government declares the Gullón Cookies industrial project in Palencia a priority

The Regional Government of Castilla y León has declared the “Investment Project in Logistics and New Homogenized and Dietary Foods in Palencia” by Galletas Gullón, S.A. as a priority industrial project, through Agreement 139/2026, of September 3, adopted by the Governing Council. The decision, which entails the urgent processing of all actions, is published in the Official Gazette of Castilla y León number 173, of September 7, 2026 (official reference: BOCYL-D-07092026-173-12).

The agreement, proposed by the Department of Industry, Universities, Employment, and Trade, is based on Article 30 of Law 6/2014, of September 12, on Industry of Castilla y León, which allows projects of general interest to be declared priority regardless of the Industrial Promotion Plan. The company requested the recognition on April 29, 2026, for investments planned for the 2026-2030 period.

A driving investment of 196.3 million

The project involves an investment of 196,300,000 euros and the creation of 140 direct jobs, supplemented by more than 600 indirect jobs throughout the Community, derived from a network of more than 1,800 local suppliers. The action is structured into two distinct projects in the municipalities of Aguilar de Campoo and Villamuriel de Cerrato (Palencia):

• A fully robotized advanced logistics platform in Aguilar de Campoo, annexed to the Gullón facilities and next to the VIDA plant, featuring a climate-controlled silo 38 meters high, six aisles, and a capacity for 37,400 pallets.
• A new production center for homogenized food preparations and dietary products in Villamuriel de Cerrato, with three production lines and space for up to nine additional ones, focused on gluten-free, lactose-free, and dietary ranges.

An engine for the Palentine Mountains

Galletas Gullón, founded in 1892 in Aguilar de Campoo, is a family company with over 130 years of history, the leading national producer of biscuits and one of the main manufacturers in Europe. It maintains 100% of its production in the Palentine town and supplies more than 120 countries, with a turnover close to 750 million euros and more than 2,100 jobs in 2025.

The group operates two highly automated facilities with an industrial capacity of 360,000 tons per year: the Gullón factory (opened in 2003, approximately 100,000 m²) and VIDA (Vértice de Innovación y Desarrollo de Alimentos, S.A.U.), implemented in phases from 2015-2025, approximately 150,000 m². The complex is recognized as the largest industrial site dedicated to biscuits in Europe.

Urgent processing and commitments

The declaration entails the urgent processing of all actions within the competence of the regional Administration, with deadlines reduced by half in accordance with Article 10 of Law 5/2013, of June 19, on the Stimulus for Business Creation in Castilla y León. The agreement also establishes several commitments:

• To maintain investments and activity at the sites for at least five years from the completion of the project in 2030.
• To maintain employment objectives for at least five years.
• To initiate actions within a maximum period of one year.
• To facilitate the verification and monitoring tasks of the Department; non-compliance will lead to the withdrawal of the declaration.

The agreement, signed in Valladolid on September 3, 2026, by the president of the Junta, Alfonso Fernández Mañueco, and the regional minister of Industry, Juan Carlos Suárez-Quiñones Fernández, reinforces Gullón’s role as a socioeconomic engine for Aguilar de Campoo and its region, consolidating the food industry of inland Spain and the stabilization of the population in the Montaña Palentina.
