The Regional Government grants 3.26 million to 1,086 leisure and community centers

The Ministry of the Presidency of the Regional Government of Castilla y León has resolved the granting of subsidies to municipalities for the maintenance of leisure and community centers, charged to the general local economic cooperation for 2026. Order PRE/943/2026, of September 23, published in the Official Gazette of Castilla y León (BOCYL) no. 187, of September 25, 2026, grants 3,000 euros to each beneficiary, for a total amount of 3,258,000 euros. The resolution comes after the Valuation Commission submitted its proposal on September 10, 2026.

The aid line is part of the Local Cooperation Plan regulated by article 109 of Law 1/1998, of June 4, on the Local Regime of Castilla y León, and was announced through the Order of April 29, 2026, from the Ministry of the Presidency. According to the published text, the applications that met the requirements exhausted the initially announced credit; therefore, under article five of the call for applications, the credit for budget application 01.08.941A02 46091 “Demographic challenges of small local entities” was increased to address all valid requests.

Competence corresponds to the Ministry of the Presidency in accordance with Decree 10/2026, of June 29, on organic structure, and the order is signed in Valladolid on September 23, 2026, by the Minister of the Presidency, Luis Miguel González Gago. This act exhausts the administrative route.

3,000 euros per establishment and 1,086 beneficiaries

The first resolution grants the municipalities in Annex I a subsidy of 3,000 euros intended for the maintenance of the leisure and community center, for a total amount of 3,258,000 euros, equivalent to 1,086 grants. The beneficiaries are distributed across the nine provinces of the Community:

• Ávila, Burgos, León, Palencia, Salamanca, Segovia, Soria, Valladolid, and Zamora.

Each file is identified with its own reference, from O/C/1/2026 to O/C/1099/2026, and the nature of the center may be private, public, or public under private management. This year, the call expands its population bracket: any municipality, minor local entity, or hamlet may apply, regardless of its number of inhabitants, provided it has a single bar, cafeteria, or other similar establishment.

Social function and obligations of the centers

The aid seeks to ensure that these establishments fulfill a social function for residents, especially in small municipalities, where the bar or cafeteria prevents loneliness and social disintegration and allows for the detection of vulnerability or health-related situations. The centers must comply, among others, with these obligations:

• Be open to the public on a stable basis throughout the year.
• Allow general access to all people, even if they do not have customer status.
• Open at least five days a week, including Saturdays, Sundays, and national, regional, and local holidays.
• Maintain a schedule of at least five hours per day, whether continuous or discontinuous.
• Place information regarding the opening and closing schedule in a visible location.
• Display an identification plaque on the exterior regarding the funding from the Junta de Castilla y León, which must be placed within 10 days of its receipt.

Eligible expenses and justification deadline

The admitted current expenses are those linked to the maintenance and operation of the center incurred between June 1, 2025, and May 31, 2026:

• General supplies of water, electricity, gas, and fuels for heating and domestic hot water.
• Fees for internet, television, or audiovisual platforms.

The secretary of each beneficiary local entity must submit the justification form by October 25, 2026, through the electronic office. The Director of Local Administration may exceptionally extend this deadline upon request from the municipality; failure to comply entails the revocation of the aid and the loss of the right to payment.

Denials and appeal process

The second resolution denies the subsidies listed in Annex II, totaling 90 local entities across the nine provinces. The causes are coded from 1 to 9 and include the existence of more than one leisure center in the municipality, failure to send a copy of the budget or the 2026 fiscal year settlement, failure to submit the general account to external control bodies, not being up to date with Social Security or in the payment of subsidy reimbursements, and defects in the signature or submission of the application.

An administrative appeal may be filed against the order before the Administrative Litigation Chamber of the High Court of Justice of Castilla y León, based in Valladolid, within two months from the day following its publication. Previously and optionally, a motion for reconsideration may be filed before the Ministry of the Presidency within one month.

For the beneficiary city councils, the order confirms a grant of 3,000 euros that relieves the current costs of the sole community center in many small towns and sets a justification calendar that expires on October 25, 2026. The credit extension ensures that no valid application is left out, although 90 entities are left without aid for failing to meet the requirements of the call.
