The Board closes the stabilization of Trades and Junior Staff

The Deputy Regional Ministry of Public Administration, Institutional Relations and Citizen Services has assigned posts to the three candidates who passed the selection process under the competitive-merit system for the functional competencies of Second Officer of Trades and Subaltern Staff, within the framework of the temporary employment stabilization provided for in Law 20/2021 of 28 December. The resolutions, signed on 5 August 2026, are published in Official Gazette of Castile and León (BOCYL) No. 155, of 12 August 2026.

Both processes were called by resolution of 22 December 2022, published on 29 December 2022, within the stabilization plan derived from Law 20/2021, on urgent measures to reduce temporary employment in the public sector. Following the resolution of 22 May 2026, which approved the supplementary list of candidates who passed the competitive review and offered the job positions, the Deputy Regional Ministry now concludes the final phase with the assignment of posts. The action falls within the Presidency Regional Ministry and is issued under the delegation conferred by Order PRE/1367/2022 of 3 October, in accordance with the professional categories of the Collective Agreement for the staff of the General Administration of the Community of Castile and León and its dependent bodies (BOCYL of 21 June 2023).

Assigned posts

The list of assigned positions includes three workers, all through the open competition:

  • Alejandro Paniagua Fernández: maintenance post (No. 14467) at the Santa Espina School, in Castromonte (Valladolid), assigned to the Regional Ministry of Agriculture, Livestock and Rural Development, with duties involving attention and care of the facilities.
  • Rosario Fernández Fernández: caretaker post (No. 58025) at the Carrechiquilla Special Education Center, dependent on the Provincial Education Directorate of Palencia (Regional Ministry of Education).
  • Antonio Sánchez Santiago: guard post (No. 29714) at the Tiermes Archaeological Site and Museum, in Montejo de Tiermes (Soria), assigned to the Regional Ministry of Culture, Tourism and Sport.

The three posts correspond to group 4, with destination supplement E01 and ordinary working hours, and are assigned to the professional category of Second Officer of Trades or Subaltern Staff, as the case may be.

Deadlines, contract and probationary period

The resolution sets a fixed timetable for the incorporation of the new employees:

  • Formalization of the contract before the secretary general of the regional ministry or the competent body of the receiving entity: 10 business days from the day following publication in the BOCYL.
  • Incorporation into the post: 20 business days from publication; the deadline is extended if the post is occupied by a worker with a fixed-term contract, without such contract being extendable.
  • Probationary period: one month of actual work, not required if the worker had already performed the same functions in the Administration; once completed, they acquire permanent status.

Appeals

The resolutions, which exhaust the administrative route, may be challenged by filing a claim before the Social Section of the Court of First Instance of Valladolid within two months, in accordance with Law 36/2011, of October 10, regulating the social jurisdiction. Signed in Valladolid on August 5, 2026, they are signed by the vice-counselor José Miguel de Elías Hernández, by delegation of Order PRE/1367/2022.

With these assignments, the Junta de Castilla y León culminates one of the stabilization processes provided for in Law 20/2021 for the labor staff of the General Administration, consolidating as permanent employees those with a long temporary trajectory in centers such as the Escuela de la Santa Espina, the Carrechiquilla Special Education Center or the Tiermes archaeological site. The formalization of the contracts in the coming days and the effective incorporation into the post represent a concrete advance toward the goal of reducing temporary employment in the public sector.
