The Regional Government authorizes the Roda de Andalucía substation for 1.38 million

The Territorial Delegation of Economy, Finance, European Funds and University, Industry, Energy and Innovation in Seville has granted prior administrative authorization and administrative construction authorization for the Roda de Andalucía substation, promoted by EDistribución Redes Digitales, S.L.U. The decision is published in the Official Gazette of the Province of Seville number 202, Monday, October 19, 2026, in the Autonomous Administration section, with the official reference BOP-SE-2026-202014 (pages 87 to 90).

The resolution, signed on October 7, 2026, by the territorial delegate, Iván Pestaña Ruiz, bears the registration R.A.T. 101867 and file number 299418. The installation is located in the municipality of Roda de Andalucía, La (Seville), on the SE-766 road, and its stated purpose is to improve the quality of the electricity supply in the area.

From 10 to 30 MVA per transformer

The authorized project replaces the existing TR1 transformer and incorporates a second unit, so that the substation will have two 66/25 kV and 30 MVA power machines, each with load regulation and ONAN/ONAF cooling. TR1 replaces the previous 66/25 kV and 10 MVA unit, meaning the transformation capacity is tripled in each position.

The technical characteristics detailed in the resolution are as follows:

• Outdoor type substation with a single busbar scheme.
• Complete primary position for TR2 and existing position for TR1, with the replacement of a 72.5 kV, 2,000 A and 25 kA triple-pole circuit breaker and three 400-800/5-5-5 A current transformers.
• 25 kV indoor shielded positions with single busbar: line output 366-1 moved to 366-2, riser without circuit breaker 321-1, riser with circuit breaker 321-2 (new), auxiliary services 367 (new), TR1 secondary 331 (with switchgear replacement), TR2 secondary 332 (new), and busbar measurement (new).
• Auxiliary services with a 250 kVA MV/0.400 kV transformer and rectifiers with a 125 VDC and 100 Ah battery.
• Integrated Control and Protection System (SICOP) expanded with new equipment and remote control from the distribution company’s Control Center.

The material execution budget amounts to 1,385,608.00 euros.

Two years of works and subsequent operating authorization

The planned period to execute the installation is two years starting from the day following the notification of the resolution. The authorization enables construction, but not commissioning: the installation may not enter into operation until the company obtains the corresponding operating authorization from the Territorial Delegation itself, following the completion of the procedures set out in Article 132 of Royal Decree 1955/2000.

The holder must communicate in writing the commencement and termination of the works, execute the works in accordance with the submitted project, and assume the conditions imposed by other bodies, particularly those regarding environmental, urban planning, and land-use matters. The authorization is granted subject to other necessary licenses and rights-of-way and only covers the competencies of the Delegation.

Legal basis and appeal process

The procedure is processed in accordance with Title VII of Royal Decree 1955/2000, of December 1, developing Law 24/2013, of December 26, on the Electricity Sector, with the exception cases of Decree 9/2011, of January 18, and Decree-law 26/2021, of December 14. The resolving authority corresponds to the General Secretariat of Industry and Energy and is delegated to the territorial bodies by the Resolution of March 11, 2022 (BOJA number 52, of March 17, 2022), in application of Decree 198/2026, of July 30, and Decree 190/2026, of July 30.

The resolution further reminds that, as of January 1, 2026, Regulation (EU) 2024/573 prohibits the commissioning of electrical switchgear up to 24 kV that uses fluorinated greenhouse gases; therefore, the company must communicate the exception it relies upon, if applicable. Against the resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed before the Councilor for University, Industry, Energy, and Innovation within a period of one month from the day following its notification.

The authorization clears the administrative process for an infrastructure that conditions the electricity supply of Roda de Andalucía and its industrial fabric: the replacement of the 10 MVA transformer with two 30 MVA units significantly expands the available transformation capacity in the municipality and reinforces the distribution network of the region, although its actual effect will depend on the execution of the works within the two-year period and the subsequent operating authorization.
