The Board authorizes the 1.6 MW SKYE photovoltaic plant in Mérida
Por FactBox Admin

The General Directorate of Industry, Energy and Mines of the Junta de Extremadura has granted prior administrative authorization to the company Ingnova Konzor, SL for the photovoltaic installation PSFV SKYE and its associated electrical energy evacuation infrastructure, located in the municipality of Mérida (Badajoz). The resolution, signed on October 8, 2026, by the general director Raquel Pastor López, is published in the Official Gazette of Extremadura (DOE) number 206, dated October 26, 2026, with the official reference 2026062648 and file number GE-M/10/24.
The authorization is granted under Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations. The competence of the issuing body derives from section 1.37 of article 9 of the Statute of Autonomy of Extremadura, modified by Organic Law 1/2011, of January 28, and Decree 221/2012, of November 9, within the framework of the organic structure established by decrees 11/2026, 18/2026, and 107/2026.
The promoter is Ingnova Konzor, SL, with CIF B56138035 and registered office at calle Vitoria, 293, Burgos. The authorization does not end the administrative process and reserves the municipal, provincial, or other licenses necessary to execute the works.
A 1.60 MW plant in polygon 65
The generation installation occupies plot 24 of polygon 65 of the municipality of Mérida, while the evacuation lines affect plots 10 and 24 of the same polygon. Its main characteristics are:
- Installed capacity of 1.60 MW, with a control system (PPC) that prevents the active power injected into the grid from exceeding 1000 kW.
- Eight inverters of 200 kW power each at 40 ºC and 3,024 bifacial photovoltaic panels mounted on fixed structures.
- A transformation center of 2000 kVA 0.8/20 kV.
- Underground line of 20 kV, single circuit RHZ1 OL12/20 kV, 66.57 meters long, between the transformation center and the sectioning center.
- Sectioning center model CTA-6B, 50 Hz and 630 A, in a prefabricated building, housing the CS and the CPM.
- Underground section of 14.71 meters (RHZ1-OL 18/30 kV H16 3(1x240 mm²)) up to the A/S support, metallic lattice C-4500-16 with a height of 10.57 meters.
- Medium voltage overhead line of 20 kV, type LA-78 (67-Al 1/11-ST1A), 19.87 meters long, up to the junction with the Solana line of the SET Lobón, owned by e-distribución Redes Digitales, SL.
The total material execution budget of the project amounts to 734,702.08 euros, and the declared purpose is the production of electrical energy of solar photovoltaic origin.
Two public information periods without objections
The processing began on June 17, 2024, when Martín Zaldo Sáiz, representing the company, submitted the application for prior authorization along with the construction project. The public information announcement was issued on November 11, 2024, and published in DOE number 235, dated December 3, 2024, without any allegations being received.
On May 11, 2026, Manuel Cañas Mayordomo, also on behalf of Ingnova Konzor, SL, submitted a modification to the application motivated by the change in location of the plant and its evacuation infrastructures. The new public information was published in DOE number 153, dated August 10, 2026, and likewise recorded no allegations. The documentation was completed on September 24, 2026.
Environmental assessment exemption
The environmental file was also closed before the resolution. On December 11, 2025, the Directorate General for Sustainability archived file IA24-1734 due to the subsequent disappearance of its object: the project was initially subject to an abbreviated environmental impact assessment under Annex VI of Law 16/2015, of April 23, but the reform carried out by Decree-law 5/2025, of September 18, excluded it from that annex.
Subsequently, on July 24, 2026, the Directorate General for Sustainable Management and Forestry Policy reported that the project, with the modifications already incorporated, does not require submission to the environmental impact assessment procedure. The administrations, bodies, and public service companies consulted expressed no opposition to the project’s separate sections, in both the initial and modified versions.
Conditions and appeal process
The resolution obliges the company to comply at all times with Law 24/2013 and its implementing provisions, as well as the conditions set by other administrations, bodies, and public service companies. The authorization is granted without prejudice to third parties and safeguarding private rights.
Against the resolution, which does not exhaust the administrative route, an appeal for reversal (recurso de alzada) may be filed before the Regional Ministry of Industry, Energy, Science and Territory within one month from the day following its notification, in accordance with articles 121 and 122 of Law 39/2015, of October 1.
The authorization clears the administrative path for a low-power installation but with a processing time of more than two years, marked by the change of location and the regulatory reform that eliminated the environmental assessment requirement. For the Extremaduran energy sector, it represents a new photovoltaic project enabled in the region of Mérida, and for the affected territory, the confirmation that plots 10 and 24 of polygon 65 will host the plant and its connection to the distribution network.
