La Junta autoriza el desvío de la línea Cruzcampo-Empalme por el metro

The Regional Government of Andalusia (Junta de Andalucía) has authorized the partial diversion of the 66 kV Cruzcampo-Empalme high-voltage line on the Ronda Urbana Norte in Seville, an indispensable action to enable the execution of the works for metro line 3 in that section. The decision is signed by the territorial delegate for Economy, Finance, European Funds, Social Dialogue and for Industry, Energy and Mines in Seville, Antonio José Ramírez Sierra, and is published in the Official Gazette of the Province of Seville (BOP) number 204, corresponding to Wednesday, October 21, 2026, with official reference BOP-SE-2026-204017.

The text, dated March 24, 2026, jointly grants the prior administrative authorization and the administrative construction authorization for the electrical installation. The file is listed under number 299066 and announcement registry R.A.T. 10811, and is processed in the Territorial Delegation in Seville of the Ministry of Industry, Energy and Mines.

Who is promoting the work and for what purpose

The request was submitted on March 17, 2026, by the UTE DRAGADOS SA, AZVI SAU and MARTÍN CASILLAS SL, with registered offices at Almendralejo Street, number 5. The declared purpose is the diversion of the Cruzcampo-Empalme high-voltage line to carry out the necessary works for the construction of line 3 of the Seville Metro as it passes through the Ronda Urbana Norte, within the municipality of Seville.

The competent body to resolve is the General Secretariat of Energy, a competence delegated to the provincial territorial bodies by the Resolution of March 11, 2022, of the General Directorate of Energy (BOJA number 52, of March 17, 2022). The procedure has been processed in accordance with Title VII of Royal Decree 1955/2000, of December 1, implementing Law 24/2013, of December 26, on the Electricity Sector.

Technical characteristics of the new line

The authorized installation replaces the overhead layout with an underground one between two splice chambers, with the following characteristics:

  • Origin: splice chamber CE-01.
  • End: splice chamber CE-02.
  • Type: underground.
  • Length: 0.680 kilometers.
  • Operating voltage: 66 kV.
  • Conductors: RHZ1-2OL 33/66 kV H95 Cu 3x1x1000 mm² Al.
  • Budget: 311,580.00 euros.
  • Location: Ronda Urbana Norte, municipality of Seville.

Conditions, deadlines, and transfer to the distributor

The resolution requires the holder to communicate in writing the start of the works and the completion of the construction, and sets a period of two years, counting from the day following the notification, for the execution of the installation. The authorization only enables the construction of the submitted project and remains subject to other licenses and right-of-way permits from other agencies.

The line may not enter service without the corresponding operating authorization, which will be issued by the Territorial Delegation itself once the procedures of article 132 of Royal Decree 1955/2000 have been completed. Furthermore, the facilities must be transferred to the distribution company of the area, with the transfer being authorized once completed, in accordance with article 25 of Royal Decree 1048/2013, of December 27.

The document also incorporates an environmental warning: as of January 1, 2026, the commissioning of electrical switchgear up to 24 kV that uses fluorinated greenhouse gases (SF6) is prohibited, according to Regulation (EU) 2024/573. An administrative appeal (recurso de alzada) may be filed against the resolution, which does not exhaust administrative remedies, before the Minister of Industry, Energy and Mines within a period of one month.

The authorization unlocks a critical point of metro line 3, whose route runs along the Ronda Urbana Norte, and simultaneously guarantees the electricity supply of the northern area of the city through an underground layout of 680 meters that will remain in the hands of the distributor once the works are completed.
