The Regional Government environmentally authorizes two pig slaughterhouses in Burgos

The Regional Government of Castilla y León has granted environmental authorization to two large pork processing plants located in the municipality of Burgos, after segregating the activities that until now shared the same site. The decision is formalized in Orders AGR/786/2026 and AGR/787/2026, both dated August 13, published in the Official Gazette of Castilla y León number 162, dated August 21, 2026.
The resolutions, signed by the Councilor for Agriculture, Livestock, Rural Environment, and Environmental Policy, Joaquín Antonio Pino, grant independent environmental authorization to Carnes Selectas 2000, S.A.U. and Campofrío Frescos, S.L.U., which operated in the Villalonquéjar III industrial estate in Burgos under a single integrated environmental authorization (IEA) granted by the Order of November 30, 2007.
Segregation of activities
On April 6, 2026, both companies communicated as non-substantial modification number 8 the segregation of the activities carried out at the same site. The Environmental Prevention and Climate Change Service issued a report on August 5, 2026, proposing the division of the environmental authorization into two, rendering the current authorization null and void.
- Carnes Selectas 2000, S.A.U. (CIF A09355447): pork slaughterhouse, cutting and meat processing room, IPPC heading 9.1.a), with 51,688 m² built.
- Campofrío Frescos, S.L.U. (CIF B22627244): meat products manufacturing plant, IPPC heading 9.1.b.i), with 16,140 m² built.
Environmental conditions
The authorizations are subject to compliance with applicable environmental regulations and the technical specifications contained in the annexes of each order. Since the environmental conditions regarding emissions or impacts remain unchanged, the previous environmental assessment is preserved in accordance with the principle of conservation of administrative acts.
- Both facilities produce hazardous and non-hazardous waste and discharge their wastewater into the municipal collector.
- The best available techniques (BAT) of Implementing Decision (EU) 2023/2749 are applied for Carnes Selectas 2000 and EU Decision 2019/2031 for Campofrío Frescos.
- The plants are located in a type 4 area (noisy area, industrial use) according to the Law 5/2009 on Noise of Castilla y León.
Effects and appeals
The orders render null and void the integrated environmental authorization of the Order of November 30, 2007, which covered both companies. Against the resolutions, which exhaust administrative remedies, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal before the High Court of Justice of Castilla y León within two months.
The segregation provides legal certainty to two of the largest meat plants in the province, which will now have their own environmental authorizations adapted to their actual activity, in a strategic sector for the agri-food economy of Castilla y León.
