La Jacetania eliminates the waste tax starting January 2027
Por FactBox Admin

The Regional Council of La Jacetania has provisionally approved the suppression of the regional tax for the provision of domestic waste collection services and the repeal of its corresponding tax ordinance, with effects planned from January 1, 2027. The agreement was adopted in an ordinary session on October 22, 2026, and is published in the Official Gazette of the Province of Huesca number 212, dated November 5, 2026, with official reference BOPH-2026-212037 (regional announcement number 4920). The decision affects the tax bill issued for the domestic waste collection service in the region and opens a thirty-day period for filing claims.
The announcement, signed in Jaca on October 23, 2026, by the regional president, Olvido Moratinos Gracia, is processed in accordance with Article 17, paragraphs 1 and 2, of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. This is not an isolated measure: in the same issue of the gazette, the Region also publishes the provisional approval of the modification of Tax Ordinance No. 2, regulating the tax for the use and assignment of regional assets, facilities, and equipment (BOPH-2026-212036), and on October 27, it did the same with the public price ordinance for educational, recreational, social, cultural, and sporting services (BOPH-2026-206022). All of these derive from the same session on October 22 and are projected for the 2027 fiscal year.
City councils will assume tax management
The suppression and repeal are part of the organization planned for the 2027 fiscal year, in which the affected city councils will assume the corresponding tax management. The Region, on the other hand, will maintain the supra-municipal provision of the collection service under the terms of the appropriate collaboration instruments, meaning that the removal of the tax does not imply the disappearance of the service.
The published text does not detail the number of municipalities included nor the amount of the current tax, details which must be consulted in the file subject to public exhibition.
Thirty days to appeal
The provisional agreement and the file are subject to public information for a period of thirty days, counted from the day following the publication of the announcement, that is, from November 6 until December 5, 2026. During this period, interested parties may:
- Examine the file at the offices of the Region of La Jacetania, at calle Ferrocarril s/n in Jaca.
- Consult it through the regional electronic office (https://jacetania.sedipualba.es).
- Submit any claims they deem appropriate.
If no claims are filed within the deadline, the provisional agreement shall be understood as definitively adopted without the need for a new plenary agreement. Otherwise, the Regional Council (Consejo Comarcal) shall resolve the claims and adopt the appropriate definitive agreement.
Already accrued amounts remain subject to previous regulations
The repeal will not affect tax obligations accrued prior to its effective date, which will continue to be subject to the regulations applicable at the time of accrual, including their settlement, collection and, where applicable, review. Furthermore, the effectiveness of the repeal is subject to the publication of the definitive agreement in the Official Gazette of the Province of Huesca, and the effects planned from January 1, 2027, are conditional upon the completion of the legally required procedures.
The change still has an administrative process ahead: the suppression will only be effective if the file passes the public information stage and the definitive agreement is published before the 2027 fiscal year begins.
For the households of the region, the announcement sets the calendar for a change that will reach their bills: anyone wishing to oppose or raise doubts regarding the suppression of the regional tax and the transfer of tax management to the town halls has until December 5, 2026, to file an appeal with the Region.
