The Educational Inspectorate approves its annual plan: coexistence, diversity, and leadership

The Deputy Ministry for Educational Policy and Organization has approved the Annual Action Plan of the Educational Inspectorate for the 2026-2027 academic year, which sets the supervision priorities for all educational institutions in the Community of Madrid. The Resolution of July 30, 2026, signed by the Deputy Minister José Carlos Fernández Borreguero, is published this Thursday in the Official Gazette of the Community of Madrid (No. 192, Section I.C, reference BOCM-20260813-16).

The plan sets out the General Multi-Year Plan of the Educational Inspectorate 2025-2029, approved by resolution of July 23, 2025, and complies with Decree 61/2019, of July 9, which requires multi-year plans to be turned into annual plans before the start of each academic year. Its preparation, led by the Deputy Directorate-General for Educational Inspectorate, is based on the evaluation of the 2025-2026 plan and on consultations with the heads of the territorial services, the directors of Territorial Areas and the governing bodies of the Department of Education, Science and Universities.

Strategic and operational objectives

The document establishes four strategic objectives for the 2026-2027 academic year:

  • Increase efficiency in the organization and operation of educational institutions, programmes and services.
  • Improve the strategic results of the institutions.
  • Strengthen the managerial function and its leadership.
  • Evaluate teaching practice for its improvement.

These are joined by five operational objectives: ensuring the homogeneity of actions in the five territorial services, increasing their impact on institutions, designing the training and refresher plan for inspectors, setting the guidelines for territorial plans, and serving as a reference framework for the evaluation of the Inspectorate itself.

Four highest-relevance actions

The core of the plan consists of the regular high-relevance actions (HMR), which will be implemented uniformly across the five territorial services under common protocols:

  • Supervision of coexistence in educational centers (HMR1): coexistence plans, procedures for actions contrary to coexistence, anti-bullying protocols, and absenteeism results. It will be applied in at least 200 publicly funded centers, on a census basis in public centers whose principal is in the first year of their first term, during the second quarter.
  • Supervision of attention to individual differences (HMR2): monitoring of the IncluYo plan and the efficiency of measures with assigned staff resources, on a census basis in public centers whose principal is in the second year of their first term and in at least 200 centers in total, during the second and third quarters.
  • Supervision of the organization and results of centers (HMR3): annual general program, annual report, objectivity in student assessment, and organization of human resources; census-based in public centers whose principal is in the third year of their first term.
  • Evaluation of the managerial function (HMR4): performance in management and administration, pedagogical organization, institutional relations, and results, always carried out jointly by two inspectors in centers whose principal faces the fourth year of their first term.

Territorial plans, training, and mentoring

Each territorial service must specify the plan in its corresponding territorial plan, approved by the director of the Territorial Area and submitted to the Deputy Directorate General for Educational Inspection before October 16, 2026. The annual plan also provides for a training program for trainee and interim inspectors, specialization courses and computer tools courses, the Educational Inspection Conferences, and participation in European Erasmus Plus programs.

As a new feature, mentoring groups will be organized for newly appointed principals who joined after the selection process of the 2025-2026 school year, led by principals with excellent performance —more than 95% of indicators positively evaluated— and coordinated by an inspector from the managerial function evaluation team. Monitoring of the plan will be carried out in the monthly meetings of the Educational Inspection Coordination Council, and its evaluation will be reflected in a report that the deputy director general will submit to the vice-councillor.

The resolution affects practically all Madrid educational centers: it defines what inspectors will supervise, with what deadlines and with what indicators, and constitutes the roadmap that families and teaching teams will see applied in classrooms from September, in matters as sensitive as coexistence, bullying, inclusion, and the management of leadership teams.
