La Gineta definitively approves its new municipal traffic ordinance

The City Council of La Gineta has finalized the plenary agreement approving the Municipal Traffic Ordinance, the full text of which is published in the Official Gazette of the Province of Albacete number 104, dated September 7, 2026, in the third Section of Local Administration. The regulation comes into force the day following its full publication in the gazette and repeals the previous general Traffic Ordinance of the municipality, published on April 4, 2003.

The announcement is made public in compliance with articles 49 and 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, as no claims were submitted during the public exhibition period. The ordinance is issued in the exercise of municipal powers regarding the regulation of the traffic of people and vehicles on urban roads, in accordance with the aforementioned law and Royal Legislative Decree 6/2015, of October 30, which approves the revised text of the Law on Traffic, Motor Vehicle Circulation, and Road Safety.

Regulation of circulation and pedestrian zones

The ordinance establishes rules of conduct for pedestrians and drivers, and regulates signage, pedestrian zones, and residential streets. In the latter, a maximum speed of 20 kilometers per hour is set, with priority given to the transit and presence of pedestrians. The Local Police may temporarily modify the circulation arrangement in cases of emergency or for the holding of sporting, festive, or cultural events.

• Pedestrians are prohibited from crossing at unauthorized points, stopping to form groups that block passage, or traveling on sidewalks and bike lanes.
• The use of metal rims, flanged wheels, and tire chains is prohibited, except in the event of snowfall.
• Signals from Local Police officers prevail over any other signage.

Stops, parking, and loading and unloading

The regime for stops and parking is regulated in detail, including the definition of a stop (immobilization of less than two minutes) and the prohibitions against parking in double rows, on sidewalks, at pedestrian crossings, or in areas reserved for people with reduced mobility. Parking in the same place for more than 15 consecutive days is prohibited, and the parking of trucks with a GVW exceeding 3.5 tons and buses with more than 9 seats is limited to the roads listed in Annex III.

• Loading and unloading is authorized from Monday to Friday from 08:00 to 20:00 hours and on Saturdays from 08:00 to 15:00 hours.
• Access to the urban center is prohibited for vehicles with a GVW exceeding 7.5 tons, except by express authorization requested ten business days in advance.
• Motorhomes and caravans may only park in the parking lot on Fuensanta Street, without deploying awnings or elements that extend beyond the perimeter of the vehicle.

Personal mobility vehicles and sanctioning regime

The ordinance incorporates a specific annex for personal mobility vehicles (PMVs), which may not circulate on sidewalks or pedestrian zones, must use a certified helmet, and will have a maximum speed of 25 km/h on the roadway. The minimum age for their use is 16 years, and 18 years when associated with an economic activity.

• Very serious infractions are penalized with a fine of 500 euros; serious infractions, with 200 euros; and minor infractions, with 100 euros.
• Serious and very serious sanctions will be reported to the Registry of Drivers and Offenders of the Central Traffic Headquarters.
• Vehicle owners will be subsidiarily responsible for the payment of fines, except in cases of proven theft or robbery.

An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha based in Albacete, within a period of two months starting from the day following the publication of the announcement, in accordance with Article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction.

The new ordinance affects all drivers, pedestrians, and residents of La Gineta, who must adapt to a more modern and detailed regulatory framework, with special attention to reduced mobility, personal mobility vehicles, and the coexistence between motorized traffic and pedestrian use of the streets.
