The Generalitat revokes rental subsidies for those who breached their obligations.

The Official Gazette of the Valencian Government (DOGV) No. 10429, of 14 August 2026, publishes five resolutions of the First Vice-Presidency and Department of Housing, Employment, Youth and Equality declaring the loss of the right to collect rental assistance under the State Plan for access to housing 2022-2025, financial year 2024, for beneficiaries who did not justify the amounts granted. The resolutions, of 22 and 27 May 2026, reduce the expenditure by EUR 871,479.51 and leave the recovery procedure open.
The assistance is governed by the regulatory bases approved by Resolution of 5 August 2024 of the Vice-Presidency and Department of Social Services, Equality and Housing (DOGV No. 9913, of 12.08.2024) and by the call for applications of Resolution of 9 September 2024 (DOGV No. 9935). The award was published on 30 December 2024 (DOGV No. 10015) and was extended by a complementary award of 29 April 2025 (DOGV No. 10101), corrected on 14 May 2025.
Non-compliance with the nineteenth basis
According to the background of the resolutions, the documentation in the files confirms that the beneficiaries did not comply with the obligations and responsibilities provided for in the nineteenth basis of the regulatory bases. Consequently, each resolution declares the loss of the right to collect the amounts granted and not justified that appear in its Annex II and reduces the credit retention, the approval of the expenditure and the expenditure commitment of the accounting files in Annex I, charged to line S1178 “Rental housing assistance” of programme 431I00 “Social Function of Housing”.
Authority for revocation and recovery corresponds to the Director General of Housing Planning and Policies, Juan Antonio Pérez Sala, signatory of the five resolutions by delegation of the Second Vice-President and Regional Minister for Social Services, Equality and Housing (Resolution of 15 May 2024, DOGV No. 9851). The procedure is conducted in accordance with Law 1/2015 of the Valencian public treasury, Law 38/2003 general grant framework and Royal Decree 42/2022, which regulates the Youth Rental Allowance and the State Plan 2022-2025, based on the proposal of the Deputy Director General of Social Housing Policies of 21 May 2026.
Five resolutions and more than 871,000 euros
The resolutions, with official references DOGV-C-2026-25233, DOGV-C-2026-25284, DOGV-C-2026-25230, DOGV-C-2026-25282 and DOGV-C-2026-25287, affect beneficiaries from the three provinces and the two funding streams of the programme:
- DOGV-C-2026-25233 (22 May): 104,851.20 euros; beneficiaries from Castellón; Generalitat’s own funds.
- DOGV-C-2026-25284 (22 May): 278,610.61 euros; beneficiaries from Valencia; Generalitat’s own funds.
- DOGV-C-2026-25230 (27 May): 170,167.74 euros; beneficiaries from Alicante; part financed by the Ministry.
- DOGV-C-2026-25282 (27 May): 88,170.60 euros; beneficiaries from Castellón; ministerial funds.
- DOGV-C-2026-25287 (27 May): 229,679.36 euros; beneficiaries from Valencia; ministerial funds.
The reduced global amount amounts to 871,479.51 euros: 383,461.81 euros correspond to the part financed with own funds and 488,017.70 euros to the part co-financed with State funds through the fund TE22000056. The reduced budget lines range from symbolic amounts to nearly 50,000 euros per accounting file.
Appeals
The resolutions, which exhaust the administrative route, may be appealed for reconsideration before the Director General for Planning and Housing Policies within one month of notification, or directly through administrative litigation before the High Court of Justice of the Valencian Community within two months.
The publication reinforces control over a program aimed at population groups with limited economic resources: failure to provide proof of rent payment not only suspends the payment, but also obliges beneficiaries to return amounts received and frees public credit that may be reassigned to other applicants. For beneficiaries of the 2022-2025 State Plan, the warning is unequivocal: keeping the aid requires timely proof of compliance with the conditions that gave rise to it.
