The Generalitat reassigns energy sovereignty grants following Vistabella's resignation

The General Directorate of Quality and Environmental Education of the Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery has modified the granting of aid for the execution of energy sovereignty actions for municipalities and territorial resilience. The resolution, signed on August 27, 2026, by the general director Jorge Blanco Coll, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10442, of September 2, 2026, with reference DOGV-C-2026-27827.

The modification alters the granting resolution of July 10, 2026 (DOGV 10406, 16.07.2026) following the withdrawal of the City Council of Vistabella del Maestrat. On July 30, the council submitted a written withdrawal due to the economic impossibility of executing the planned investment, and on August 6, the withdrawal was accepted and the annulment of the expenditure commitment for €45,000.00 was authorized, in accordance with Article 94, points 4 and 5, of Law 39/2015.

Changes in the list of beneficiaries

With the removal of Vistabella del Maestrat, two municipalities that were on the reserve list enter the list of beneficiary city councils:

  • Villores (file AGPACA/2026/130), with a grant of €45,000.00 for energy storage installations of 56.2 kW, adaptation of the electrical panel, and replacement of door openings.
  • Chodos (file AGPACA/2026/186), with a grant of €24,400.91 for mitigation and adaptation actions included in the PACES.

Due to the insufficiency of available budgetary credit, the City Council of Chodos can only be granted €24,400.91, compared to the €45,000.00 that would have corresponded to it according to the amount initially granted. For this reason, it appears both in the list of beneficiaries, for the indicated amount, and in the reserve list regarding the amount pending allocation.

Regulatory framework and reserve list

The modification is supported by Order 2/2026, of February 9, which repeals Order 1/2024, of February 22, by which the regulatory bases were approved, as well as the call for applications resolution of March 31, 2026. The regulations allow for the alteration of the grant provided that the changes do not affect the objectives of the aid, the fundamental aspects of the actions, or the evaluation by which they were selected, and do not imply an increase in the initial aid.

The resolution also modifies Annex II, which lists the applications excluded due to budgetary insufficiency (reserve list), based on the movements produced by the withdrawal. The proposal was submitted by the instructing body with the approval of the Sub-Directorate General for Climate Change and Environmental Education, by delegation of the head of the Department.

Justification period

The request for payment of the grant, addressed to the General Directorate of Quality and Environmental Education, may be submitted once the action has been executed. The deadline for submitting the payment request, accompanied by the supporting documentation, is October 31, 2026, as established by the call for applications resolution of March 31, 2026.

An optional appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two months, from the date of notification.

The reallocation ensures that the funds released by the waiver of Vistabella del Maestrat are used to promote the energy transition of small inland municipalities, reinforcing energy sovereignty and the territory’s resilience to climate change.
