The Generalitat declines to authorize the Terrabona II solar plant

The Generalitat Valenciana has resolved the withdrawal of the authorization for implementation on non-developable land, the prior administrative authorization, and the administrative construction authorization for the photovoltaic project “PSFV Terrabona II”. The decision is published in the Official Gazette of the Province of Valencia number 185, dated September 25, 2026, with reference 2026/11591 and file ATALFE/2023/38/46.

The announcement is issued by the Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery, through the Territorial Service of Industry, Energy and Mines of Valencia, the body that processes electrical installations and energy projects within the provincial scope. The withdrawal refers jointly to the three authorizations required by sectoral regulations for this type of installation: implementation on non-developable land, prior administrative authorization, and administrative construction authorization.

What the Generalitat resolves

The published resolution declares the withdrawal of the authorizations requested for the project “PSFV Terrabona II”, identified with file ATALFE/2023/38/46. The announcement is limited to identifying the project and the file number, without detailing the affected municipal terms or the surface area of the installation in the published summary.

The file was initiated in 2023, according to the coding of the reference number itself, and is now resolved with a withdrawal instead of an authorization or a dismissal. The publication in the official gazette is the procedure that publicizes the resolution and opens the channel of knowledge for those interested in the procedure.

The three affected authorizations

The project is left without the three authorizations that were being processed cumulatively:

• Authorization for implementation on non-developable land, required for installations located outside urban land.

• Administrative construction authorization, which enables the material execution of the works.

In the same issue 185 of September 25, 2026, a correction of errors (2026/11595) is also published regarding announcement 2026/10526, disseminated on August 21, 2026, concerning the dismissing resolution of the project “Torrent 26 269”, file ATALFE/2022/45/46.

Impact on the environment

The withdrawal leaves an energy project to be implemented on non-urbanizable land without administrative coverage, which affects the developer as well as the landowners and the municipalities where the installation was planned to be located. The resolution closes file ATALFE/2023/38/46 without prior implementation or construction authorization, meaning that the “PSFV Terrabona II” plant cannot be executed under this processing. For interested parties, the publication in the official bulletin constitutes the starting point for the corresponding challenge periods against the resolution.
