The Generalitat repeals the guidelines for cultural internationalization grants

The Department of Education, Culture and Universities has repealed Order 54/2016, of September 19, which established the regulatory bases for the granting of subsidies destined for the internationalization of companies and cultural entities. The decision is formalized through Order 24/2026, of September 10, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10450, of September 14, 2026, with official reference DOGV-C-2026-28893.
The regulation, signed by the regional minister María del Carmen Ortí Ferre, responds to the change in legal nature and approval procedure of the regulatory bases imposed by Law 6/2024, of December 5, of the Generalitat, on administrative simplification.
A change in legal framework
The repeal is part of the reform introduced by Decree-law 7/2024, of July 9, of the Consell, on administrative simplification, and by Law 6/2024, whose article 91.3 modifies article 165 of Law 1/2015, of February 6, on public finance, the instrumental sector, and subsidies.
With the new wording, the regulatory bases for subsidies now have the nature of an administrative act and will be approved by resolution of the head of the department, except for those that develop or complement a sectoral law or a European Union regulation. Aid for art galleries, regulated until now by Order 54/2016, are thus expected to be approved by resolution shortly.
The action is further supported by the Strategic Subsidy Plan 2024-2027, approved by resolution on January 28, 2024, and published in DOGV 9782 on February 6, 2024.
Effects of the repeal
Order 24/2026 expressly repeals Order 54/2016, published in its time in DOGV 7878 on September 21, 2016. The new regulation includes several transitional provisions:
- Budgetary impact: the order has no budgetary impact and does not entail any increase in expenditure.
- Pending procedures: files linked to the repealed order will be governed by it until their conclusion.
- Entry into force: the day following its publication in the DOGV.
The drafting of the regulation has followed the principles of good regulation under article 129 of Law 39/2015, of October 1, on common administrative procedure, and has included the mandatory reports, including the legal report from the Generalitat’s Legal Counsel.
Relevance for the cultural sector
The measure directly affects Valencian art galleries and cultural entities that applied for these grants for their international projection. The repeal does not eliminate the line of aid, but rather redirects it toward a new, more agile regulatory instrument, in line with the administrative simplification policy promoted by the Generalitat, which seeks to consolidate the update of the regulatory bases affected by the change in procedure into a single regulation.
