The Generalitat announces competition 141/2026 for the superior body A1-01

The General Directorate of Public Service of the Generalitat has announced the ordinary competition, with residual phases, number 141/2026 to fill job positions for the A1-01 body, the superior body of the Generalitat Administration. The resolution, signed on October 7, 2026, by the general director Vicente Serra Martínez, is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10469, dated October 13, 2026, with reference DOGV-C-2026-31882. Annex I lists approximately 190 vacant positions distributed among the departments (consellerias) and agencies of the Generalitat.

The competition is based on Article 114 of Law 4/2021, of April 16, on the Valencian public service (LFPV), which allows for a second residual phase, and on Articles 39 and following of Decree 136/2026, of September 18, of the Consell, which approves the Regulations for the selection, mobility, and provision of job positions of the Generalitat Administration (DOGV 10458, of 24.09.2026). The announced positions appear in the job lists approved by the Resolution of September 29, 2026, of the Minister of Economy, Finance, and Public Administration (DOGV 10463, of 01.10.2026), and the call implements the 2024 public employment offer, currently in execution.

The evaluation of merits is governed by Order 12/2017, of June 26, which approves the scales applicable to merit competitions, using type 2 scale and a maximum score of 50 points. The processing was declared urgent by the Resolution of October 1, 2026, of the General Directorate of Public Service (DOGV 10466, of 06.10.2026).

Who can participate and how to submit the application

• Career civil servants integrated into the A1-01 body of the Generalitat Administration.
• Those with a permanent destination must have remained in the position for a minimum of two years, except for the exceptions in Article 114.7 of the LFPV.
• Mandatory participation for personnel awaiting destination, on forced leave, or on provisional assignment in the announced positions.
• The deadline for submitting applications is ten business days from the day following the publication in the DOGV.
• The application is submitted through the Generalitat’s electronic registry, in the “Public Employment” section, indicating the call number 141/2026.

The residual phase is voluntary and may be entered by those who do not obtain a destination in the first phase and those who expressly opt for it, provided they have indicated this in their application.

Scale, evaluation commission, and ties

Merits are scored out of a maximum of 50 points: up to 20 for seniority and membership in the body, 5 for professional career, 20 for training, and 5 for the performance of positions with an equal or higher destination supplement.

The evaluation commission, constituted based on parity criteria, is chaired by Patricia Stuyck Pons, with José Manuel Torres Pérez, Marina Talavera Ballester, and Javier Garcés Urzainqui as members and Paula Selva Sapena as secretary member. Serving as alternates are Salvador Soriano Muñoz for the chair, Rosario Gómez López, Joaquín Almagro Abenza, and Marta Marín Soler as members, and Carla Aloy Sauquillo as secretary member.

Ties will be resolved, as a last resort, by alphabetical order starting with the letter P, according to the draw of January 12, 2026 (DOGV 10289, of 01.27.2026).

Destinations and calendar

The positions in Annex I are distributed across the three provinces and depend on departments and agencies such as:

• Department of Economy, Finance and Public Administration (Undersecretariat, General Audit Office, Directorate General of Public Service).
• Department of Justice, Transparency and Participation (victim assistance offices and free legal aid commissions).
• Department of Agriculture, Water, Livestock and Fisheries and Department of Education, Culture and Universities.
• Valencian Agency for Evaluation and Foresight (AVAP), Valencian Agency for Agricultural Promotion and Guarantee, and Valencian Agency for Territory Protection.
• Espai Labora and territorial directorates of València, Alacant, and Castelló.

The Directorate General of Public Service will issue the final resolution within a maximum period of six months from the day following the publication of the call. Against the resolution, which exhausts administrative remedies, a contentious-administrative appeal may be filed within two months and, optionally, a request for reversal (recurso de reposición) within one month.

The competition opens mobility for career civil servants of the superior body A1-01, who may request transfer to vacant positions throughout the Valencian Community and opt for a second assignment in the remaining vacancies phase (fase de resultas). The call also conditions the destinations of those entering the body through employment offers currently in execution, as the positions remaining vacant after the first phase will be offered as remaining vacancies.
