The Generalitat announces competition 325 to fill seven vacant registries in Catalonia

The Department of Justice and Democratic Quality has announced ordinary competition no. 325 to fill the property, mercantile, and vacant movable property registries located in Catalonia. The call is detailed in Resolution JUS/3186/2026, of September 8, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9750, of September 14, 2026, with reference CVE-DOGC-A-26252047-2026.

The resolution, signed by the Director General of Law, Legal Entities, and Adequate Conflict Management, Inmaculada Barral Viñals, is addressed to members of the corps of property, mercantile, and movable property registrars. The vacancies resulting from the previous competition and those produced up to the date of the resolution are offered.

Regulatory and Competence Framework

The call is based on article 284 of the revised text of the Mortgage Law and articles 496 and following of the Regulation for its execution. In accordance with article 147.1.a of the Statute of Autonomy of Catalonia, the Generalitat has assumed executive competence over the call, administration, and resolution of competitions to fill vacancies in registries located within its territory.

To ensure coordination between administrations, the call is conducted simultaneously with that carried out by the General Directorate of Legal Security and Public Faith of the Ministry of the Presidency, Justice and Relations with the Courts. Both directorates will jointly analyze the applications, and each administration will resolve regarding the vacancies within its territorial scope.

Vacant Registries and Requirements

The competition offers seven vacant registries, all of them in the provinces of Barcelona and Tarragona:

  • Mercantile and Movable Property of Barcelona III (Barcelona)
  • Sant Cugat del Vallès no. 1 (Barcelona)
  • Gavà (Barcelona)
  • Vic no. 2 (Barcelona)
  • El Vendrell no. 1 (Tarragona)
  • Barcelona no. 12 (Barcelona)
  • Rubí no. 1 (Barcelona)

Any registrar who meets the requirements of article 497 of the Mortgage Regulation may participate, regardless of the location of the registry where they serve. The application is unique per participant, even if vacancies located in the rest of the State are requested.

Deadlines, Submission, and Language

Applications must be submitted by electronic means, in accordance with article 14.2 of Law 39/2015, of October 1, on the common administrative procedure, and must conform to the models in annexes 2 and 3 of the resolution. The deadline is fifteen calendar days starting from the day after the publication of the resolutions in the Official State Gazette (BOE) and the DOGC, or the last official gazette if the publication is not simultaneous.

In the event that more than one application is submitted to the same or another administration, only the one submitted first will be considered valid. Participants must indicate the order of preference if they apply for more than one registry and state the date of taking office.

In accordance with Law 1/1998, of January 7, on linguistic policy, participants must prove that the vacant registry office will be able to serve citizens in either of the two official languages. Accreditation can be provided through a B2 or C1 level certificate in Catalan from the Department of Linguistic Policy, or with a sworn statement of commitment to hire personnel with a C1 level certificate.

The award resolution, which will exclusively include vacancies located in Catalonia, will be published in the DOGC and the BOE.
