La Generalitat convoca cuatro millones para reparar fachadas dañadas por la dana

The Generalitat has announced 4,000,000 euros in grants to clean and repair the facades of residential buildings damaged by the DANA of October 29, 2024. The measure is signed by the First Vice-Presidency and Department of Housing, Employment, Youth and Equality through the Resolution of October 14, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10476, of October 22, 2026, in section III, subsection B) of grants and scholarships, with reference DOGV-C-2026-32754. On the same day, the summary of the call was published, with reference DOGV-C-2026-32844 and identification number BDNS 935567.

Four million over two annual installments

The grant is multi-annual and is divided between two budget years:

  • 2026: 1,000,000 euros.
  • 2027: 3,000,000 euros.

The financing is charged to chapter VII, with the managing center being the General Directorate of Innovation and Urban Transformation (G01140202GE00000), functional G.431H00 and line S2351, titled “DANA 2024. Grants for the cleaning and repair of damaged facades in residential buildings affected by the DANA,” from the Generalitat’s own unconditional funds and charged to Law 4/2026, of July 22, on the Generalitat budgets for 2026.

The procedure is processed under a simplified competitive bidding regime, and the sole awarding criterion is the order of submission of complete applications, until the credit is exhausted. The guidelines and the call are approved jointly to accelerate recovery and allow beneficiaries to prepare the documentation in advance.

Up to one hundred percent of the cost, with a ceiling of 6,000 euros

As a general rule, the aid covers 100% of the eligible cost of the action, with two limits:

  • A minimum of 300 euros: applications for amounts lower than this will be dismissed.
  • A maximum of 6,000 euros per action, regardless of the number of budget items.

Only one grant is permitted per property, identified by its cadastral reference. Eligible works include safety and scaffolding assembly, cleaning and chipping of walls, cladding repairs, paint finishes, greasing of shutter guides and drums, cleaning and repair of the galvanized steel access door, maintenance of common elements, and debris removal. General improvements, beautification, and parts of the facade that exceed the area damaged by the flood are excluded, although interior courtyard facades are permitted. The maximum execution period is twelve months from the publication of the awarding resolution.

Homeowners’ associations and owners without liquidity

The following may apply for the grants:

  • Natural persons who own the entire building.
  • Homeowners’ associations and their groupings constituted in accordance with Law 49/1960, of July 21, on horizontal property.
  • Persons owning up to four dwellings or premises in the same building without a constitutive title of horizontal property.
  • Housing cooperatives, non-profit associations, community of assets, commercial companies, and other owning entities.
  • Public administrations, bodies and entities under public law, as well as public companies and companies majority-owned by administrations.

In the case of associations, the application must be submitted by the president and accompanied by the minutes of the meeting containing the adopted agreement. Decree-law 11/2024, of November 12, exempts applicants from proving compliance with tax and Social Security obligations and the payment of reimbursement obligations. The grants are compatible with other subsidies and with compensation from the Consorcio de Compensación de Seguros, provided that the sum does not exceed the total cost of the action.

Deadlines and territorial scope

The application period opens the day following the publication of the call and ends two months after said publication. Processing is electronic through procedure G112523 of the Generalitat’s electronic office, with in-person assistance at the Xarxa Xaloc offices for those not obliged to interact electronically. The maximum period to resolve and publish the resolution is three months from the end of the application period; once this period has elapsed without an express resolution, the application is understood to be rejected by administrative silence.

The actions must be located in municipalities included in annexes III and IV of the guidelines: the first includes towns in the province of València affected by the storm, such as Aldaia, Algemesí, Catarroja, Massanassa, Paiporta, Picanya, Torrent, Utiel, or Requena, in addition to districts in the south of València; the second lists municipalities in Castellón such as Benicarló, Vinaròs, Peñíscola, Oropesa del Mar, or Segorbe and its surroundings.

The resolution takes effect from the day following its publication and ends the administrative route: an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal within two months before the Contentious-Administrative Chamber of the High Court of Justice of the Valencian Community. The regulation is part of the Endavant plan, approved in July 2025, through which the Generalitat coordinates the recovery measures following the catastrophe.

Impact for those affected

The call for applications responds to a persistent problem nearly two years after the flood: many homeowners’ associations and property owners lack liquidity or do not meet the requirements for conventional financing to restore the original appearance of their facades. With a maximum of 6,000 euros per building and credit distributed on a first-come, first-served basis, the aid eases the repair of visible common elements, although the limit per property leaves larger-scale rehabilitations beyond the reach of the subsidy.
